3. Public water and sewer services will be required in accor- <br /> dance with the adopted County Development Policies for <br /> Unincorporated Urban Centers, when they become available, at <br /> which time the owner will be required to pay his propor- <br /> tionate share of fees for the services and annexation to <br /> Lathrop County Water District for their maintenance. <br /> 4 . The Lathrop Road/Harlan Road and Roth Road/Harlan Road inter- <br /> sections shall be widened and improved to accommodate the <br /> oversize loads. <br /> 5 . An irrevocable offer of dedication to result in an eighty- <br /> four feet ( 84 ' ) wide right-of-way for Harlan Road along the <br /> frontage of APN 195-030-2 . <br /> 6 . The frontage improvements for Harlan Road shall be <br /> constructed in conformance with the standards for an 84-foot <br /> right-of-way commercial street. The construction of the <br /> frontage improvements will be deferred , upon execution by the <br /> owner of a deferred frontage improvement agreement, prior to <br /> approval of the improvement plan. (A $250 . 00 fee is required <br /> for processing, per Ord. No. 3337 , in addition to a copy of <br /> the grant deed and an engineer' s estimate , with a typical <br /> section drawing of the required frontage improvements, on a <br /> form to be supplied by the Public Works Department. ) <br /> NOTE: The following ordinance requirements, not appealable, <br /> affect this project . This is not intended to be a complete <br /> list of adopted requirements or standards : <br /> 1 . An improvement plan, prepared by a registered civil engineer, <br /> showing drainage, driveway access details, on-site parking, <br /> existing and proposed utility services, and grading, shall be <br /> submitted to the Department of Public Works for approval. <br /> Interim drainage shall be provided by on-site percolation <br /> pond in conformance with the storm drainage facility plan. <br /> Calculations shall be submitted for approval. <br /> 2. Encroachment permit shall be required for work within road <br /> right-of-way. <br /> 3. The Lathrop Traffic Impact Mitigation Fee will be required <br /> for this development. (The fee shall be $0 . 38/sq. ft. of <br /> building, or $3 ,300/acre, whichever yields the larger fee. <br /> The fee shall be automatically adjusted annually by the <br /> Engineering Construction Cost Index as published by the <br /> Engineering News Record. ) <br /> 4 . Transportation permit will be required for oversize loads. <br /> 3 - <br />
