Phase One, with building <br /> permits to be issued within 18 months, is the construction of a new patio cover and <br /> addition to the existing assembly hall. Phase Two, with building permits to be issued <br /> within 36 months, is a new 12,000 square foot dormitory building and 1,400 square foot <br /> storage building. Phase Three, with building permits to be issued within 48 months, is <br /> the construction of a 7,200 square foot hall. Phase Four, with building permit to be <br /> issued within 72 months, is the construction of a new 5,500 square foot temple. <br /> The project is located on the west side of N. Thornton Road, 2,600 feet north of Eight <br /> Mile Road, north of Stockton. <br /> The property has a General Plan designation of AIG (General Agriculture) and is zoned <br /> AG-40 (General Agriculture, 40-acre minimum). <br /> The Community Development Department has reviewed the application and offers the <br /> following comments: <br /> Background <br /> On April 20, 2006, the Planning Commission approved Use Permit application No. PA- <br /> 0600020, for the conversion of an existing 1,950 square foot garage and an existing 1,380 <br /> square foot workshop to an assembly hall for religious assembly with a maximum seating <br /> capacity of 99 persons. The project was conditioned with the requirement that attendance <br /> shall not exceed 99 persons at any one time without a Special Event Permit. <br /> 1 ' <br />
