� 4 � <br /> 3r r <br /> E <br /> Site Plan <br /> The Site Pian depicts a proposed patio cover and addition to the existing assembly hall for <br /> Phase One. A revised site plan shall be submitted with the square footage of each <br /> structure. The Site Plan also depicts a two-story dormitory for Phase Two as a residence <br /> for the monks and a guest house for travelers. More information is required regarding the <br /> expected occupancy, length of stay, and hours of operation for the dormitory. Additionally, <br /> the applicant shall specify the expected maximum capacity of attendees for the proposed <br /> expansion for both Phases. <br /> Access and Circulation <br /> Development Title Section 9-1015.5 requires access driveways to have a width of no less <br /> than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles. The <br /> site plan does'not have a width measurement for the driveway. This must be shown on <br /> the Commercial Building Permit site plan. <br /> A <br /> Landscaping` x <br /> Development Title Section 9-1020.5 requires a minimum 'ten (10) foot wide landscaped <br /> strip be installed between parking areas and adjacent public streets. A minimum ten (10) <br /> foot wide landscaped strip, respecting the ultimate right-of-way with of Thornton Road, shall <br /> be installed aceoss the frontage of the project site. This must be shown along Thornton <br /> Road on the Commercial Building Permit site plan for the Third Phase. :. <br /> Parking <br /> The site plan shows 140`additional parking spaces, but no additional attendees are <br /> proposed for the facility. More information is needed regarding the amount of additional <br /> parking being proposed and special events and the number of expected attendees. <br /> E <br /> Setback <br /> Phase Three is,the construction of a 7,200 square 'foot hall. The required front yard <br /> setback is thirty (30) feet from the ultimate right-of-way of Thornton Road. The building <br /> currently does not meet this requirement- This must be shown on a revised site plan: <br /> Noise . <br /> Development Title Table 9-1025.9 Part I lists Religious Assembly as a noise sensitive <br /> E land use. A portion of the project site lies within the 65 dBL noise contour for Thornton <br /> Road. The 65 dB contour line along Thornton Road is located 39 feet from the side of <br /> the road. The building is currently shown approximately 15 feet away from the front <br /> property line, which falls within the 65dB contour line. A noise study will be'required to <br /> determine possible mitigation measures for any transportation noise source impacts to <br /> the project site unless the building is moved outside the noise contour. <br /> The environmental review will be completed after the noise study is approved by the <br /> Community Development Department or a revised site plan showing the building is not <br /> 2 <br />
