Environmental Impact Report Alternatives Assessment for the proposed Lodi, California, Love's Travel Stops Project <br /> Memorandum January 28,2013 <br /> The proposed Project includes a fuel dispensing area with 24 fueling positions. Of these 24 <br /> fueling positions, 16 pumps would dispense gasoline and the remaining 8 would dispense diesel <br /> fuel. <br /> The proposed Project also includes a 7,700-square-foot convenience store, with an attached <br /> 3,000-square-foot fast-food restaurant and a 1,200-square-foot storage building, totaling <br /> 11,900 building square feet.2 Parking in the proposed Project includes 68 passenger vehicle <br /> stalls and 94 truck stalls that could accommodate overnight parking for heavy-duty trucks. <br /> The proposed structures and automobile fueling area are proposed to be located on the south <br /> portion of the site, with truck fueling in the middle portion of the site and truck parking along the <br /> northern and eastern perimeter of the site. Given the site configuration of the proposed Project, <br /> only a small portion of the proposed Project will contain vertical development (convenience store, <br /> fast-food restaurant, fueling structure, etc.). In short, the proposed Project is a particularly low- <br /> Intensity use with about 70 percent of the site (about 8 acres) planned to accommodate truck <br /> and passenger car parking. <br /> Project Feasibility <br /> Love's specifically chose the location of the proposed Project to provide needed corridor coverage <br /> to their trucking customer base. The proposed Project location Is strategic in filling a gap <br /> between their Santa Nella, CA and Corning, CA travel stop locations. Further,the success of the <br /> proposed Project is enhanced by their ability to serve the entire Interstate 5 (I-5) corridor. <br /> The proposed Project comports with Love's business model, which is to develop a travel stop that <br /> combines a fuel dispensing area, convenience store, and fast-food restaurant if the project is <br /> located outside of their home base geographic area.3 That is, Love's does not operate stand- <br /> alone restaurants or convenience stores with or without restaurants outside of their home base <br /> geographic area. There are two factors underlying this approach. First, high General and <br /> Administrative (G&A) costs associated with the management oversight of projects outside of <br /> their home base geographic area require the profit margins of all three uses combined (fuel <br /> dispensing area, convenience store, and fast-food restaurant) to achieve economic viability. <br /> Second, a project that excludes or reduces the amount of parking or fuel dispensing pumps <br /> would limit Love's ability to effectively use the Project in their market efforts to their trucking <br /> customer base. <br /> Based on Love's experience in developing similar truck stops, a large portion of the proposed <br /> Project is being developed to accommodate trucking customers. As such, the site has been sized <br /> and configured to allow trucks to safely maneuver around the Project and to park in order to <br /> adhere to"hours of service" regulations.
