Environmental Impact Report Alternatives Assessment for the proposed Lodi, California, Love's Travel Stops Project <br /> Memorandum January 28,2013 <br /> Project Objectives <br /> The principal objective of the proposed Project is to construct a Love's truck stop to serve <br /> existing travelers and truck traffic on SR 12 and I-5. Additional specific objectives are described <br /> below:° <br /> • Develop a regional travel stop on commercially designated land In the northern portion of the <br /> County that is consistent with County General Pian policy and zoning. <br /> • Create a high-quality travel stop commercial development near I-5, a major transportation <br /> corridor. <br /> • Develop a property of sufficient size to accommodate a truck and auto fuel dispensing area, <br /> emergency tire repair and replacement services, convenience store, and fast-food restaurant <br /> to create a regional travel stop. <br /> • Provide a travel stop facility that maximizes its proximity to I-5 for all buildings and tenants. <br /> • Construct a facility near a major freeway interchange to minimize traffic generation on local <br /> streets. <br /> • Construct a facility with access to adequate existing or anticipated utility infrastructure to <br /> support planned operations. <br /> • Provide a travel stop facility of sufficient size to capture overflow overnight truck parking. <br /> DEIR Project Alternatives <br /> The September 2012 DEIR identified the following four land use alternatives to the proposed <br /> Project. <br /> • Alternative 1: No Project Alternative. <br /> • Alternative 2:. Reduced Project Size. <br /> • Alternative 3: Alternative Use—Combination Gasoline Station. <br /> • Alternative 4: Alternative Use—Retail with Fast-Food Restaurant. <br /> Detailed descriptions of these alternatives, and an assessment of their feasibility, are described <br /> below. The feasibility assessment of each Project alternative is based on the following <br /> considerations: project objectives, Love's business objectives, usage of the Project site, and <br /> traffic impacts as estimated by the traffic engineering firm, Omni-Means.5 <br /> Refer to Table 1 for a summary of the Proposed Project and DEIR Alternatives and the extent to <br /> which they meet Project objectives.
