the intersection regardless of how each approach is regulated—no stop sign, stop <br /> sign, or traffic signal. <br /> Fire trucks and emergency vehicles leaving the station would also exert more <br /> complete control over traffic at the Mascot Boulevard/Tradition Street <br /> intersection (as compared to the partial control achieved through the use <br /> of a warning siren alone). If the intersection were regulated by a traffic <br /> signal, the TJKM study states that the fire station would be equipped with a <br /> preemption device that "would cause the signal to display four-way red <br /> until the emergency vehicle has left the intersection." If the intersection <br /> were regulated by a four-way stop, "a similar situation would prevail." The <br /> TJKM study notes, however, that initially the intersection would likely be <br /> regulated by a two-way stop, with Tradition Street traffic stopping for <br /> Mascot Boulevard traffic. In that instance, the fire truck or emergency <br /> vehicle would need to enter the intersection with caution and then proceed <br /> in any direction, a situation typical for emergency vehicles at all <br /> uncontrolled intersections. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because: <br /> The proposed fire station is compatible with the newly constructed homes <br /> north of Mascot Boulevard and with the proposed high school and <br /> residential uses that are to be constructed adjacent to, or in the immediate <br /> vicinity of, the fire station. The scale of the building is appropriate. The <br /> architecture proposed for the facility is Civic Italianate. Porticos are <br /> integrated into the overall design of the structure. The planes of the <br /> exterior walls are varied in depth and direction, and the height of the <br /> building is varied so that it appears to be divided into distinct massing <br /> elements. Finally, the site of the fire station is separated from the adjacent <br /> high school by a 6-foot high wrought iron fence, with a 5-foot landscaped <br /> strip and a row of trees spaced 14-16 feet on center (See Figures 1.) <br /> In addition to the above, the residential area undergoing development <br /> immediately north of Mascot Boulevard in Neighborhood "F" is shielded <br /> from the intermittent noise impacts generated by the fire trucks exiting the <br /> station by a sound wall approximately 8 feet in height. Lastly, Condition 8 <br /> has been included in the conditions of approval. Condition 8 requires the <br /> landscaping and screening for the fire station to be in accordance with the <br /> Mountain House Development Title and the Mountain House Community <br /> Services District Design Manual, with the installation and maintenance of <br /> such landscaping to be in accordance with the MHCSD Public Works <br /> Design and Construction Manuals for Irrigation and Maintenance <br /> Standards. <br /> 6.
