1 KLE/NFELOER <br /> Mghtfl pk RIghto de <br /> repair/maintenance areas and are not considered RECs likely to have impacted soil, soil <br /> vapor or groundwater beneath the Site. <br /> • Parcel 3 had a former fueling area located near the current gate entrance at East <br /> Transportation Court from 1995 to 2004. This fueling area reportedly consisted of a <br /> 12,000-gallon diesel AST situated within secondary containment, and two fuel <br /> dispensers. According to Mr. Lloyd Farmer, former owner of this parcel, in August 2005, <br /> an unknown amount of diesel fuel was released during fueling of a truck near the <br /> northern dispenser. Impacted soil was excavated and disposed offsite by Jim Thorpe Oil <br /> Inc. (JTO). Composite soil samples were collected from the sidewalls of the excavation <br /> and soil stockpile, and analyzed for the presence of total petroleum hydrocarbons as <br /> diesel (TPH-d), and benzene, toluene, ethylbenzene, and xylenes (BTEX). TPH-d was <br /> reported at a concentration of 4,250 milligrams per kilogram (mg/kg) in the composite <br /> sample analyzed from the soil stockpile, and 58 mg/kg in the composite sample from the <br /> excavation. In addition, toluene, ethylbenzene and xylenes were reported in the <br /> stockpile sample at concentrations of 5.7 mg/kg, 25 mg/kg, and 353 mg/kg, <br /> respectively. A second composite soil sample was collected from the excavation <br /> sidewalls. No TPH-d or BTEX concentrations were reported in the second sample. <br /> Detailed information documenting the excavation, sampling, and disposal activities was <br /> not available in records reviewed. However, based on the non-detect or low <br /> concentration (58 mg/kg) of TPH-d detected in the composite samples collected from <br /> the excavation, and because contaminated soil was reportedly removed, this release is <br /> not considered a REC likely to have impacted remaining soil, soil vapor or groundwater <br /> beneath the Site. <br /> • A non-operational fueling island and two empty 12,000-gallon diesel ASTs are presently <br /> located along the central-eastern border of Parcel 3. The ASTs are reportedly dual wall <br /> without exterior secondary containment. Minimal staining was observed in this <br /> immediate area and since no spills were documented, this area is not considered a REC <br /> likely to have impacted soil, soil vapor or groundwater beneath the Site. In April 2014, <br /> approximately 50 to 100 gallons of Nue Carbo-chelate (organic fertilizer) was spilled <br /> from a storage tote in a truck trailer, impacting the asphalt surface beneath it, on Parcel <br /> 3. The spill was reportedly cleanup by the truck operator with an absorbent material. <br /> Upon inspection, the San Joaquin County Environmental Health Department (SJCEHD) <br /> reported that the asphalt was dry, but was slightly stained.
