KL NFELDER <br /> Btl9lit Reple.NIghl Solutlou <br /> 2 INTRODUCTION <br /> This report is a summary of work performed using the guidelines set forth in ASTM Designation <br /> E 1527-13, "Standard Practice for Environmental Site Assessments: Phase / Environmental <br /> Site Assessment Process" (the ASTM Standard) and AAI standards of the Small Business <br /> Liability and Revitalization Act (the "Brownfields Law'). This report also generally conforms to <br /> the ASTM Standard's suggested table of contents. Minor format modifications have been made <br /> to the ASTM Standard's suggested table of contents to assist in better reading and <br /> understanding the report findings. <br /> 2.1 PURPOSE <br /> The purpose of this Phase I ESA is to identify, to the extent feasible pursuant to the scope of <br /> services defined in our Proposal No. LOCALMKT.WEOH/50-5410/ST016P46903, dated <br /> September 19, 2016 and limitations discussed in this report, RECs. As defined in the ASTM <br /> Standard, a REC is: <br /> The presence or likely presence of any hazardous substances or petroleum products in, <br /> on or at a property: (1) due to a release to the environment; (2) under conditions <br /> indicative of a release to the environment, or (3) under conditions that pose a material <br /> threat of a future release to the environment. De minimis conditions are not recognized <br /> environmental conditions. <br /> As defined in the ASTM Standard, a de minimis condition is: <br /> A condition that generally does not present a threat to human health or the environment <br /> and that generally would not be the subject of an enforcement action if brought to the <br /> attention of appropriate governmental agencies. <br /> ASTM Standard E 1527-13 also introduces the designation of CREC. As defined in the ASTM <br /> Standard a CREC is: <br /> .. a recognized environmental condition resulting from a past release of hazardous <br /> substances or petroleum products that has been addressed to the satisfaction of the <br /> 20172543.001A/ST016R49461 Page 6 of 54 November 2, 2016 <br /> 02016 Kleinfelder a .kleinfelder.com <br />
