1 KLE/NFELDER <br /> �.10,rtoe ..Piss,..- <br /> applicable <br /> applicable regulatory authority (for example, as evidenced by the issuance of a no <br /> further action letter or equivalent, or meeting risk-based criteria established by <br /> regulatory authority), with hazardous substances or petroleum products allowed to <br /> remain in place subject to the implementation of required controls (for example, property <br /> use restrictions, activity and use limitations, institutional controls, or engineering <br /> controls). <br /> The ASTM Standard also defines HRECs as: <br /> ...a past release of any hazardous substances or petroleum products that has occurred <br /> in connection with the property and has been addressed to the satisfaction of the <br /> applicable regulatory authority or meeting unrestricted use criteria established by a <br /> regulatory authority, without subjecting the property to environmental controls. <br /> The final decision on whether a past release is an HREC rests with the environmental <br /> professional (EP), and will be influenced by the current impact of the past release to the Site. <br /> This report describes Kleinfelder's assessment methodology and documents our findings, <br /> subject to the limitations presented in Section 2.5 of this report. <br /> Kleinfelder professionals conducting this Site assessment included Ms. Margaret Carroll, <br /> Environmental Professional and the primary author of this report. Mr. Anthony Wohletz and Mr. <br /> Doug Heard, also Environmental Professionals, performed the Site reconnaissance. Other <br /> Environmental Professionals include Ms. Lizanne Simmons.
