Therefore, a review of a chain-of-title <br /> report was not performed as part of this Phase I ESA. <br /> 4.5.2 Environmental Liens and Usage Limitations <br /> According to information provided in EDR's regulatory agency database search report (EDR, <br /> 2016a), there are no liens pertaining to the Site listed in the Federal Superfund Liens List <br /> maintained by US EPA, and no known recorded land-use environmental deed restrictions <br /> pertaining to the Site listed in the State Liens Database. A separate search of environmental <br /> liens and activity and use limitations (AULs) was not part of the scope of services for this Phase <br /> I ESA. <br /> 4.5.3 Value Reduction <br /> As part of the ASTM Designation E 1527-13 process, information is to be gathered regarding <br /> the prospective purchase price of the Site relative to its fair market value. If there appears to be <br /> a value reduction, that reduction must be identified with respect to whether the difference could <br /> be attributed to environmental degradation of the property. Based on a questionnaire completed <br /> by Mr. Doug Howard, owner of the Site, the purchase price paid for the Site reasonably <br /> reflected the fair market value. <br /> 4.5.4 Other Information/Documents Provided <br /> Kleinfelder was provided a copy of a previous Phase 1 ESA report prepared for Parcel 3 of the <br /> Site.
