1 KLE/NF .LIhl <br /> &i9hthMkN9�f bWXom <br /> Parcel 3 <br /> Kleinfelder conducted the Site Reconnaissance of Parcel 3 on October 31, 2016 with Mr. Lloyd <br /> Farmer, former owner and current lessee. Mr. Farmer was interviewed at that time and <br /> subsequently on November 1, 2016 by phone. Interview information and a copy of the interview <br /> documentation from Mr. Farmer are presented in Appendix C. <br /> Mr. Farmer indicated that a prior Phase I ESA, prepared by AGE, had been conducted in 2015 <br /> for Parcel 3. A copy of the report is presented in Appendix D, and a summary is provided in <br /> Section 5.5. <br /> Mr. Farmer purchased Parcel 3 in 1994 from Teichert Construction Company (Teichert) and <br /> sold it in 1995 to Doug Howard. Mr. Farmer commented that he believed the land was <br /> historically farmed and then purchased by Teichert in the 1970's. Onsite soil was thought to <br /> have been used by Teichert for the nearby 1-5 construction, although no fill was reportedly <br /> needed after Mr. Farmer's purchase. Mr. Farmer built the current building on the lot, leased the <br /> parcel from owner Doug Howard, and ran a trucking business for seven years between 1995 <br /> and 2002. The business hauled building material and had a fleet of up to approximately 65 <br /> trucks which were fueled, maintained and washed onsite. <br /> A former fueling island, canopy and 12,000 gallon diesel AST were installed to fuel the trucks <br /> near the current gate entrance off East Transportation Court from 1995 to 2004. The AST was <br /> single-wall metal construction within a concrete secondary containment, with a fuel dispenser <br /> on either side (north and south). An unknown amount of diesel fuel spilled in August 2005 <br /> during fueling of a truck from the north dispenser. JTO, of Lodi, California excavated <br /> approximately 30 cubic yards of fuel impacted soil. JTO then transported and disposed of the <br /> soil at an offsite disposal facility under manifest. According to the AGE 2015 Phase I ESA, <br /> GeoAnalytical Laboratories conducted confirmation soil sampling within the excavation and <br /> performed subsequent chemical analyses for various petroleum compounds. JTO backfilled <br /> the excavation with pea gravel. The diesel AST was demolished and disposed of offsite by <br /> Stockton Service Station Equipment in 2005. A summary of this event with few details were <br /> discussed in the 2015 Phase I ESA (see Appendix D).
