b. If improvements referred to herein are not completed prior to approval of the Final Map, the <br /> subdivider shall execute an agreement with the County of San Joaquin that will ensure the <br /> completion of improvements within one year after filing the Final Map. (Development Title Section 9- <br /> 1100.3[j]) <br /> c. Clayton Road shall be dedicated and improved to County Standards for a 50-foot-wide right-of-way <br /> urban subdivision street. (Development Title Section 9-1150.5[b]) <br /> d. Dedication to result in a 30-foot-wide right-of-way from the centerline of Turnpike Road to the <br /> property line shall be required and improved on the subdivided side to County Standards for a 60- <br /> foot-wide right-of-way collector residential street. (Development Title Section 9-1150.5[b]) <br /> e. A community detention pond/terminal drainage system shall be provided to meet the requirements of <br /> the County and to provide adequate drainage for the subdivision. Hydrologic and hydraulic analyses <br /> shall demonstrate that all property, both downstream and upstream of the discharge, will not be <br /> subject to a higher flood level as a result of the proposed drainage. The access easement shall have <br /> an all-weather road for access to the pond. (Development Title Section 9-1135.2) <br /> A Master Drainage Plan or revision to the existing Taft Area Master Storm Drainage Plan is required. <br /> The applicant shall either prepare the Master Plan for approval by Public Works or pay Public Works <br /> to revise the Master Plan. <br /> f. The project shall be served by a public water system conforming to the requirements of the <br /> Environmental Health Department and the Department of Public Works. The system shall provide <br /> adequate domestic and fire water supply in conformance with the requirements of the County Fire <br /> Warden and the local fire district. A will-serve letter from Cal Water shall be submitted to Public <br /> Works prior to the submittal of the application. (Development Title Section 9-1120.2) <br /> This development may be subject to the Community Development Block Grant access fee if the <br /> waterline proposed for Turnpike Road and Clayton Avenue is constructed in time to serve the <br /> subdivision. The California Water Service Company is currently preparing the design and <br /> construction documents for the waterline with funding from the County's Community Development <br /> Block Grant program. <br /> g. The project shall be served by a public sewer collection and treatment system constructed in <br /> conformance with the requirements of the Environmental Health Department and the Department of <br /> Public Works. A will-serve letter from the City of Stockton shall be submitted prior to submittal of the <br /> application. (Development Title Section 9-1105.2) <br /> h. The property owner shall be required to apply for a City of Stockton Outside Sewer connection and <br /> pay the applicable fees. Further, the owner/developer shall be responsible for all costs involved in <br /> the extension of any sewer mains to serve this project, as required, to meet City standards. This <br /> may include the extension of the sewer main across the entire frontage of the property. <br /> i. The proposed development lies within the boundary of the South Stockton Community Facilities <br /> District 90-1 (Sewer District)and is not currently annexed. As a condition of receiving City of <br /> Stockton sewer service, the property must annex to the District(sign the CFD 90-1 MOU) and pay <br /> the District annexation fee(currently$8,669.82/acre based on the acreage is determined by the legal <br /> map size) prior to recordation of the Final Map. <br /> j. The property owner shall be required to construct a water main extension along Turnpike Road <br /> across the entire frontage of the property. <br /> Conditions of Approval -3- PA-02-631 <br />
