The project site is located at the west terminus of <br /> Turnpike Road and Clayton Avenue in Stockton. The site has a General Plan <br /> designation of R/L (Residential-Low Density) and is zoned R-L (Residential-Low <br /> Density). The southwestern corner of the parcel is adjacent to Walker Slough and has a <br /> General Plan designation of OS/RC (Open Space Resource Conservation). <br /> The Community Development Department reviewed the pre-application for PA-02-631 <br /> and offers the following comments: <br /> Noise <br /> Development Title Section 9-1025.9 lists Residential as a noise sensitive land use. <br /> Development Title Section 9-1025.9(d) states that the Review Authority shall require the <br /> preparation of an acoustical study in instances where it has been determined that a <br /> project may expose existing or proposed noise sensitive land uses to noise levels <br /> exceeding the noise standards specified in Table 9-1025.9. Due to the project's close <br /> proximity to Interstate 5, it has been determined that if a full application is submitted, an <br /> Acoustical Study will be required. This study would need to be conducted prior to <br /> preparation of an Initial Study. <br /> Public Services <br /> The project is located within the unincorporated urban community of Stockton. <br /> Residential subdivisions within an urban community are required to be served by a <br /> public wastewater disposal system, a public water system, and have terminal drainage <br /> (Development Title Sections 9-1105.3, 9-1120.3 & 9-1135.3). Storm drainage services <br /> will be provided by the Department of Public Works. A "will-serve" letter from non- <br /> County agencies showing that these services (wastewater treatment and water) can be <br /> provided for the development is required prior to submittal of a full Major Subdivision <br /> application. <br />
