4 Recommendations Action It is recommended khat the Planning Commission: 1. Approve the Negative Declaration; and 2. Approve Site Approval No. PA-0500729 with the Findings and Conditions of Approval contained in the staff report.-' Findings 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. • This finding can be made because the Animal Raising--Small Animals use type may be conditionallX permitted in the AG-80(General Agriculture,80 acre minimum)zone with an approved Site Approval application.The project is consistent with the goals, policies, standards, and maps of the General Plan. The project site has a General Plan designation of AIG(General Agriculture)and is within an agriculturally developed area.There are no applicable Master Plans,Specific Plans, Special Purpose Plans,or any other applicable plans which are within the vicinity of this project. 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary facilities have been provided, and the proposed improvements are properly related to existing and proposed roadways. �✓ This findingcan be made because additional utility and sanitation systems are not required. The project.shall be required to be served by an on-site well and septic system.As a condition of approval;'on-site drainage will be required for new development.The Environmental Health Department'is requiring the applicant prepare a manure/solid waste management plan which outlines the handling of all bird waste and incorporates vector odor control measures. 3. The site is physically suitable for the type of development and for the intensity of development. • This finding,',can be made because the 239 acre site is of adequate size and shape to accommodate the poultry facility.The project will utilize approximately 7 acres of the site. 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be injurious to the property or improvements of adjacent properties. • This frndingcan be made because the Initial Study prepared for the project found no potentially significant environmental impacts.The applicant shall be required to prepare a manure/solid waste management plan for the project.All buildings for the proposed project shall be required to be elevated at least one foot above the one hundred(100)foot flood level of 7 feet NAVD.The manure storage facility will also be raised at least one foot above the one hundred (100)foot flood level. i San Joaquin County_ PA-0500729/Olivera Community Development Page 7
