4 <br /> Recommendations <br /> Action <br /> It is recommended khat the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval No. PA-0500729 with the Findings and Conditions of Approval contained in <br /> the staff report.-' <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted <br /> by the County. <br /> • This finding can be made because the Animal Raising--Small Animals use type may be <br /> conditionallX permitted in the AG-80(General Agriculture,80 acre minimum)zone with an <br /> approved Site Approval application.The project is consistent with the goals, policies, <br /> standards, and maps of the General Plan. The project site has a General Plan designation of <br /> AIG(General Agriculture)and is within an agriculturally developed area.There are no <br /> applicable Master Plans,Specific Plans, Special Purpose Plans,or any other applicable plans <br /> which are within the vicinity of this project. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. �✓ <br /> This findingcan be made because additional utility and sanitation systems are not required. <br /> The project.shall be required to be served by an on-site well and septic system.As a condition <br /> of approval;'on-site drainage will be required for new development.The Environmental Health <br /> Department'is requiring the applicant prepare a manure/solid waste management plan which <br /> outlines the handling of all bird waste and incorporates vector odor control measures. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding,',can be made because the 239 acre site is of adequate size and shape to <br /> accommodate the poultry facility.The project will utilize approximately 7 acres of the site. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This frndingcan be made because the Initial Study prepared for the project found no <br /> potentially significant environmental impacts.The applicant shall be required to prepare a <br /> manure/solid waste management plan for the project.All buildings for the proposed project <br /> shall be required to be elevated at least one foot above the one hundred(100)foot flood level <br /> of 7 feet NAVD.The manure storage facility will also be raised at least one foot above the one <br /> hundred (100)foot flood level. <br /> i <br /> San Joaquin County_ PA-0500729/Olivera <br /> Community Development Page 7 <br />
