February 11, 2005 <br /> NOA Project Number: E04146A <br /> In the 1,980 map, one building is depicted at the northwest corner of the subject property. An <br /> unimproved road defines the northern,western, and southern property lines. The remainder of the <br /> property is depicted as vacant land. The subject property is shown to be located within the West <br /> Thornton Walnut Grove Gas Field. The property is depicted as relatively flat-and located at zero to five <br /> feet above mean sea level. Surrounding properties are depicted as vacant land. One building is located <br /> to the west of the subject property,and several more are located northwest of the property,across the <br /> Mokelumne River. <br /> This map is included in Appendix C of this report. <br /> J2.4 Interviews <br /> An attempt was made to obtain historical as well as current information relative to the subject property <br /> from the property owner or key site manager of the property. An Environmental Questionnaire and <br /> Disclosure Statement was completed by Mr.Craig Watts,owner of the subject property. A copy of his <br /> responses has been included in this report as Appendix E. <br /> In his responses to the questionnaire,Mr.Watts indicated that he purchased the property in 1999. He <br /> had no knowledge of the previous owner. According to Mr.Watts,three structures are located on the <br /> subject property, a house built in the 1930s; a barn built in the 1930s, and a carport built in 1999. A <br /> garage burnt down in the 1990s. <br /> Mr.Watts stated that agricultural chemicals are applied to the 39 acres of grapes on the property. The <br /> chemicals are loaded into spray tanks next to the pump at the northeast corner of the property. <br /> Mr. Watts was interviewed in person during the site visit on February 10, 2005. At this time, he <br /> indicated that all drums,tanks,and debris on the subject property,including the barn and its contents, <br /> will soon be removed from the property. He indicated one additional chemical mixing location near <br /> the domestic well. He stated that all chemicals are stored off-site until it is time to apply them. <br /> Mr.-Watts stated that the small structures apparent on the subject property in the 1993 aerial photo were <br /> horse trailers. He said that,before his purchase of the subject property in 1999, he was a pest control <br /> advisor in the area,and he noticed that the subject property was used for growing tomatoes. When he <br /> first bought the property, he said, he grew safflower the first year before planting the vineyard. <br /> Regarding the fire at the adjacent property, Mr. Watts indicated that he had not noticed significant <br /> runoff from the area of the fire onto his land. <br /> 4 <br />
