C�' T <br /> CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD <br /> DISCHARGER: Musco Olive Products and the Studley Corporation <br /> LOCATION &COUNTY: Tracy, San Joaquin County <br /> CONTACT(S): Ben Hall (209) 836-4600 <br /> INSPECTION DATE: 2 November 2001 <br /> INSPECTED BY: Tim O'Brien and Wendy Wyels <br /> ACCOMPANIED BY: Ben Hall <br />` OBSERVATIONS AND COMMENTS: <br /> An inspection was scheduled for 2 November 2001 to perform an annual routine inspection and to discuss <br /> continued noncompliance with the Waste Discharge Requirements (WDRs) Order No. 97-037 and <br /> Cleanup and Abatement (C&A) Order No. 5-00-717. <br /> i Prior to viewing the facility and the land application areas, Ben Hall, Wendy Wyels, and Tim O'Brien met <br /> in the Musco conference room to discuss the status of the site. Ben Hall provided a package of documents <br /> that he wanted added to the record. The documents consist of correspondence and invoices. It is <br /> noteworthy that correspondence from the Dept. of Fish and Game (DFG) and the US Dept. of the Interior <br /> Fish and Wildlife Service both provided written notice of the need for permits from their offices. These <br /> documents have been placed in the case file. <br /> The following items of significance were discussed: <br /> I. The diversion sump that was used to direct wastewater to either the Class II ponds or the land <br /> application system is no longer used for diversion. Previously the diversion was performed based <br /> on the electrical conductivity of the wastewater. Presently, all wastewater is discharged based on <br /> the source of the water. The discharge occurs based on a logic control panel. Ben Hall agreed to <br /> provide the logic conditions upon request. <br /> 2. Olives are stored in above ground tanks using acetic acid. Sodium benzoate is added at a <br /> concentration of approximately 50 mg/1 to the storage solution as a preservative. Upon later <br /> inspection of the tank farm, a strong odor of acetic acid was noted at the diversion sump. <br /> Wastewater at the diversion sump is pumped to the land application area. <br /> 3. It was noted that the concentration of dissolved inorganic solids (DIS)had increased <br /> approximately 1,000 to 1,500 mg/1 over the last five years. Ben Hall was not able to describe why <br /> that steady increase had occurred. <br /> 4. It was discovered that the wastewater is never directly metered. The total flow to the Class II <br /> ponds is estimated once per month using a staff gauge, that flow is averaged over a month to find a <br /> daily average flow rate to the Class II ponds, then the average daily flow rate to the Class II ponds <br /> is subtracted from the flow rate for the metered process water flow rate.
