NOA's ability to interpret the land uses is <br /> limited by the scale and quality of the photos. <br /> 2.3 USGS Topographic Maps <br /> The topographic quadrangle depicting the subject property is the U.S. Geological Survey, Stockton <br /> West, California, quadrangle map. One 7.5-minute map dated 1987. <br /> In the 1987 topographic map the subject property is depicted as an open field with residences to <br /> the north, east and southern portions of the property. The property is depicted approximately 10 <br /> feet above mean sea level. <br /> This map is included in Appendix C of this report. <br /> 2.4 Interviews <br /> An attempt was made to obtain historical as well as current information relative to the subject <br /> _ property from the property owner or key site manager of the property. An Environmental <br /> Questionnaire and Disclosure Statement was completed by Fred Sheil, Administrator of STAND <br /> Affordable Housing on January 26, 2007. A copy of the responses has been included in this report <br /> as Appendix E. <br /> In his responses to the questionnaire, Mr. Sheil indicated that he did not have specialized <br /> knowledge or experience relating to environmental conditions on the property and indicated that <br /> the properties were purchased as tax default in 2005. <br /> 3.0 PAST AND CURRENT SOURCES OF CONTAMINATION <br /> 3.1 Research Methods <br /> NOA employs a standard practice for review of database information. On a street map showing the <br /> location of the subject property, a circle is drawn one-quarter mile out from the property <br /> boundaries, and street maps or web-based mapping services are then used to determine address <br /> ranges for all streets within the quarter mile. All agency databases searchable by address are then <br /> searched for these address ranges. <br /> 3.1.1 Regional Water Quality Control Board <br /> NOA reviewed the Leaking Underground Storage Tanks (LUST) (January 2007), the Water Purveyors <br /> Quarterly Report on MTBE (January 2007), and the Spills, Leaks, Investigations, and Cleanups <br /> NEIL O .
