Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration, and <br /> 2. Approve Site Approval Application No. SA-95-6 based on the Findings and subject to the <br /> Conditions of Approval contained in the staff report. <br /> Findings for Site Approval <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> This Finding can be made because the proposed change In the nonconforming use <br /> is less Intensive than the previous nonconforming use and is therefore consistent <br /> with the provisions of the General Plan and Development Title that permit such <br /> changes to nonconforming uses. There are no Master, Specific, or Special Purpose <br /> Plans affecting the site. The proposed uses are consistent with the Findings of <br /> approval required by the State's Delta Protection Act of 1992. <br /> 2. Adequate utilities, roadway improvements,sanitation,water supply, drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> This Finding can be made because adequate utilities, roadway improvements, <br /> sanitation,water supply, and other necessary facilities are existing, and the proposed <br /> uses are properly related to those improvements to allow their continued use if the <br /> application is approved. Any increase in storm water runoff will require the <br /> construction of an on-site storm retention pond; otherwise, existing provisions for <br /> drainage, natural percolation, may continue to be utilized. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This Finding can be made because the revised Site Plan demonstrates that all the <br /> activities proposed for the property can be accommodated on the site and meet all <br /> County standards for parking, storage, yards, and on-site services. <br /> 4.
