Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Deny Revisions of Approved Actions Application No. PA-0600444. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding cannot be made because the request for a Revisions of Approved Actions is <br /> inconsistent with the General Plan Infrastructure Services Policy for Water Supply and the <br /> General Plan Transportation Policy for Roadways. General Plan Water Supply Policy #2 <br /> states that within urban communities, a minimum requirement is for a public water <br /> system. Development Title Section 9-1120.2(i) implements the General Plan Water Supply <br /> Policy and states "Development projects using existing structures and adding no new <br /> structures shall be served by a public water system if there is an existing water main <br /> within two hundred (200) feet of the nearest property line." Within the urban community of <br /> Woodbridge public water supply is available from Mokelumne Acres Maintenance District <br /> and there is a water main within 200 feet of the property line. The Department of Public <br /> Works is requiring the applicant to connect to the District to receive public water service. <br /> General Plan Transportation Policy #7 states that development shall provide all right-of- <br /> way and on-site road improvements necessary to serve the development and mitigate off- <br /> site traffic impacts triggered by the development. Development Title Section 9-1150.2(d)(1) <br /> implements the General Plan Transportation Policy and states "The developer shall <br /> improve all existing and proposed roads which are part of the development project or are <br /> required to serve the development project in accordance with the requirements of this <br /> Chapter. Only development projects that generate fifty (50) or more vehicles per day will <br /> be required to improve the frontage." Per the Department of Public Works, orderly <br /> development of the area necessitates that improvements to drainage and streets be <br /> incorporated as projects move forward. The parcel is already receiving public wastewater <br /> treatment from Woodbridge Sanitary District. <br /> The project is subject to the provisions of the Woodbridge Design Guidelines Special <br /> Purpose Plan for any exterior improvements or signs. There are no applicable Master <br /> Plans, Specific Plans, nor other applicable plans in the vicinity. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding cannot be made because the request by the applicant to waive connection to <br /> the available public water system and waive frontage improvements for drainage and <br /> sidewalk is inconsistent with the General Plan policies and Development Title <br /> requirements stated above.
