SAN J O A Q U I N Environmental Health Department
--C I Y
Complaint Record Daily Time and Activity Summary from 6/21/2013 to
6/21/2020 for C00050437 located at
3019 NAVY DR
Activity Date Recorded by
09/06/2019 3:15 pm: Discussed the received spill information with Claudia Muro (EHD). It PE 2546 MANZO
60 min appears that the spill occurred before noon today and EHD was notified -2:50 pm. SC 544
Claudia will go out to the site and call me once she obtains more information.
Researched the facility, it's not on inventory for APSA or USTs.
3:25 pm called Steve Meeks:
Steven W. Meeks, P.E.
Senior Water Resources Control Engineer
Chief, Private Site Cleanup Unit
Central Valley Region
11020 Sun Center Drive, #200
Rancho Cordova, CA 95670
916-464-4678
smeeks@waterboards.ca.gov <mai Ito:smeeks@waterboards.ca.gov>
Provided all known spill information to Steve Meeks, he let me know that this will
go to Mark Bare with his office who oversees ER - 916-464-4820, Mark is out of
the office today.
3:30 pm and 3:50 pm, called ER phone, it went into voice mail.
Provided an update to M. Naidu (via a text message). Discussed the spill with
Elianna Florido (EHD), the night time ER on duty, she will head out to the site
before 4:30 pm, to relieve Claudia. Let Elianna know that no CAL OES report was
made and facility needs to make one.
4:05 pm, received a call from Claudia who indicated that they still don't have an
estimate on the amount and it was more of leaking pipe than a gushing pipe,
which was previously reported. Received a call from Elianna who was trying to
locate the site. Let her know to call me back once she has more information on the
spill. Sent an email to both Claudia and Elianna with WB referral contact
information.
4:42 pm, called Elianna, received updated information, the leak originated
approximately 7' bgs and at least 100-200 feet from the borings entry point, so the
fuel had traveled that distance before it's odor was detected by the drillers. Elianna
indicated that facility's plan is to utilize hydraulic jet to dig out the area of
suspected diesel pipe puncture, let Elianna know about my concerns with this
method of investigation and that it will push contamination further into the soils,
asked her to voice our concerns to them and to ask how they plan on keeping
contaminated liquid from entering subsurface areas.
Called Steven Meeks, provided all the updated information as to the leak location
and their plan for using hydraulic jets to investigate the area tomorrow at 9 am.
Seven indicated that they don't have staff that works after hours to oversee it on
the weekend, and also expressed his concerns with the proposed method of
investigation.
