PE 2546 MURO <br /> 90 min Nature of Complaint: SC 544 <br /> DIESEL FUEL SPILL. DRILLER HITA FUEL LINE THAT IS 7 FEET <br /> UNDERGROUND. DIESEL FUEL GUSHED OUT FOR ABOUT 10 15 MINUTES. <br /> SPILL OCCURRED AT APPROXIMATELY 11:30 AM 9/6/19 <br /> Location: 3019 Navy Dr., Stockton, CA 95203 <br /> 3:03 PM Called Complaintant Sayyad Ridwan at (571) 969-0506 for details. <br /> - Did not impact water ways, however area has high water table <br /> -Amount of release unknown, release has stopped <br /> -Subcontractor hit line (believed to be an abandoned pipe) while horizontal drilling <br /> at a depth of 7 feet, causing release of diesel for 10 - 15 minutes. Contractor <br /> contacted USA Dig prior which had no record of any pipe being in the area. <br /> -Contractor from WBCM is doing this work for client Yara North America Inc. <br /> -Clean up will not be done today. Site must be assessed by hygienist who will <br /> then determine cleanup. <br /> Reported information to Lead Senior Elena Manzo. <br /> 3:23 PM Dressed into Protective gear and headed to site. <br /> 3:45 PM Arrived on site. Met with Sayyad Ridwan. He called Yara's Technical <br /> Project Engineer, Michael Anderson over to be present. They showed me how the <br /> horizontal drilling was underneath active tracks. They reported the following: <br /> - Drilling work is being conducted so Yara North America Inc can run pipes under <br /> for new truck racks. <br /> -The actual release occurred as the auger drill went horizontally 7 feet under <br /> almost into Yara North America Inc. From what he explained, the release <br /> saturated the dirt and they observed the smell. The diesel went through backward <br /> through sleeve pipe to trench. This release occurred for about 10 - 15 minutes. <br /> - Utility Quest was called but they did not know who's abandoned pipe that was. <br /> -Acon Services has been contracted to excavate site at a depth of 7 feet to <br /> evaluate damage tomorrow, Saturday, September 7, 2019. <br /> - Hygienist will be contracted to assess proper cleanup on the week of September <br /> 9th. <br /> Page 4 of 7 <br />
