California Tank Lines, Inc. <br />October 19, 2016 <br />Page 3 <br />Corrective action: Cal Tank Lines must immediately comply with the requirements for <br />the conditional authorized facility and/or hazardous waste generator. Within 30 days of <br />receipt of this SOV, Cal Tank Line must submit the evidence, environmental phase 1 <br />assessment, and the detailed plans to DTSC that describes that action(s) taken or <br />planned, including but not limited to training facility personnel, to prevent the <br />reoccurrence of this violation. <br />Violation #4 <br />On or about September 29, 2016 Cal Tank Lines violated California Code of <br />Regulations, title 22, section 66265.193 (e) (1) (C) in that it failed to maintain the <br />secondary containment of wastewater treatment system area free of cracks or gaps. <br />In particular, DTSC observed cracks and holes in the concrete of the secondary <br />containment and exposed concrete, which was protected from corrosive waste by <br />expoxy coating or other material that is compatible with corrosive wastes. <br />Corrective action: Cal Tank Lines must immediately repair the gaps and cracks and <br />have the repairs approved by an independent professional engineer registered in <br />California. Within 30 days of receipt of this SOV, Cal Tank Line must submit the <br />photo evidence of the repairs in the secondary containment, and the engineer <br />assessment of the containment area. In addition, Cal Tank Line must submit detailed <br />plans to DTSC that describes that action(s) taken or planned, including but not limited to <br />training facility personnel to inspect tank systems and any necessary actions taken or <br />planned to prevent the reoccurrence of this violation. <br />Violation #5 <br />On or about September 29, 2016 Cal Tank Lines violated California Code of Regulation <br />title 22 section 66265.31 in that it failed to maintain and operate the facility such that <br />releases of a hazardous waste occurred in the following areas: <br />➢ The used oil spill located along the western portion of the trailer parking area. <br />The patch was approximately 3'x 1' in size, and consisted of some visible free <br />used oil. <br />➢ Spills in the secondary containment observed to be in the pH range of 13, when <br />tested with a pH paper <br />
