California Environmental Protection Agency <br />Facility: California Tank Lines Inc. <br />Department of Toxic Substances Control <br />Inspection Date: September 29, 2016 <br />Response from Cal Tank Lines: On November 9, 2016, Cal tank Lines submitted Tiered <br />Permitting Phase I Environmental Assessment document to DTSC via email, which described <br />that Cal Tank Lines does not needs further investigation to determine, existence, nature and <br />existence of contamination at the facility. The Environmental Assessment checklist was <br />certified by the professional engineer. <br />DTSC's response: No additional compliance is needed for this item. <br />Violation #4 <br />On or about September 29, 2016 Cal Tank Lines violated California Code of Regulations, title 22, <br />section 66265.193 (e) (1) (C) in that it failed to maintain the secondary containment of <br />wastewater treatment system area free of cracks or gaps. In particular, DTSC observed cracks <br />and holes in the concrete of the secondary containment and exposed concrete, which was <br />protected from corrosive waste by expoxy coating or other material that is compatible with <br />corrosive wastes. <br />Corrective action: Cal Tank Lines must immediately repair the gaps and cracks and have the <br />repairs approved by an independent professional engineer registered in California. Within 30 <br />days of receipt of this SOV, Cal Tank Line must submit the photo evidence of the repairs in the <br />secondary containment, and the engineer assessment of the containment area. In addition, Cal <br />Tank Line must submit detailed plans to DTSC that describes that action(s) taken or planned, <br />including but not limited to training facility personnel to inspect tank systems and any <br />necessary actions taken or planned to prevent the reoccurrence of this violation. <br />Response from Cal Tank Lines: In the letter dated October 31, Cal Tank Lines wrote that it had a <br />contractor working in the containment area at that time, and that it would be forwarding the <br />photos when the work completed. On November 11, 2016, DTSC received the corrective action <br />document, via email, which described the photos of repair works of Cal Tank Lines' <br />containment floors and the walls .The document also include a statement that there will be a <br />major overhaul of the containment area and the walls inside and out, after two older tanks are <br />removed. <br />DTSC's response: The wastewater treatment system tank assessment conducted by PE <br />registered for California evaluated tank system of wastewater treatment system which includes <br />integrity of the containment area is currently under review by DTSC's engineering services. <br />Please provide photographs showing the work is completed and older tanks have been <br />removed.
