Phase I Environmental Site Assessment <br /> 5.0 RECORDS REVIEW <br /> Carlton reviewed publicly available and owner provided documents relevant to the Site's use history and <br /> potential for on-site contamination hazards. The publicly available documents reviewed are subject to the <br /> limitations described in ASTM 1527-05,Standard Practice for Phase 1 Environmental Site Assessments; <br /> that is,documents must be reasonably ascertainable(publicly available,obtainable from its source within <br /> reasonable time and cost constraints,and practically reviewable). <br /> 5.1 AERIAL PHOTOGRAPHS <br /> Aerial photographs were reviewed to identify historical uses of the Site. Photographs taken in 1957,1963, <br /> 1970s,1984,1993,1998,2002,and 2005 were reviewed by Carlton for this assessment. The Site was <br /> located on the photos,viewed under magnification,and the photos were retained in file records. Copies <br /> of the photos are included in the Appendix of this report. <br /> In the 1957 and 1963 photographs,no structures could be identified in the Site area,and the ground <br /> appeared to be developed with agricultural crops. Drainage ditches and access roads are visible on the <br /> photograph. The surrounding properties are observed to be in a similar condition to the Site property. <br /> The 1970s photograph indicates conditions on the Site to be similar to those observed in the earlier <br /> photographs. The WPCF can be observed on the land adjacent to the Site on the east,and the ponds are <br /> observed on the ground to the north of the Site. <br /> Observations of the 1984 and 1993 photos indicate conditions at the Site similar to those observed on the <br /> 1970s photo. <br /> The Site conditions observed on the 1998,2002 and 2005 photos appear similar to each other and indicate <br /> the NCPA Combustion Turbine Project#2 and the San Joaquin County Vector Control fish-rearing ponds <br /> had been constructed between 1993 and 1998. The Site property appeared on the photos to be in a similar <br /> condition to that observed during Carlton's Site visit. <br /> No evidence of storage of petroleum products was visible on any of the photographs reviewed for this <br /> assessment. <br /> 5.2 ENVIRONMENTAL DATABASE RESEARCH <br /> As one of the methods for researching the environmental history of a subject property,the ASTM E 1527- <br /> 05 standard lists environmental databases to be reviewed for identification of possible proximate sites of <br /> environmental concern within specified approximate minimum search distances from the subject <br /> property. <br /> 5.2.1 Environmental Data Resources,Inc.EDR-Radius Map <br /> In order to satisfy due diligence requirements,Carlton utilized the services of Environmental Data <br /> Resources,Inc.(EDR),located in Milford,Connecticut,to supplement our review of regulatory databases <br /> and records. The EDR-Radius Map report is included in the Appendix of this report and summarizes a <br /> search of available environmental records including those specified in the ASTM E 1527-05 standard <br /> using,at a minimum,the search distances surrounding the Site as recommended in the standard. The <br /> database search results typically summarize records of sites and property conditions ranging from medical <br /> offices using radiology and chemical materials,to underground storage tank sites and related soil or <br /> groundwater contamination sites,to Federal Superfund cleanup sites.
