Workplan for Soil Excavation
City of Tracy
11th Street, Tracy, CA
Page 2
Excavation and Sampling
Non-hazardous petroleum hydrocarbon impacted soil encountered during road construction
activities above the water table will be excavated to subgrade as specified for the road
improvements (as previously approved for Schulte and Corral Hollow Roads). A
Photoionization Detector (PID) will be used during excavation to assist in evaluating the lateral
extent of soil impaction. RESNA proposes to load excavated soil directly into trucks for
transport to the City's Land Treatment Facility (LTF) located at the Tracy Municipal Airport
(Figure 3). The soil will be placed into the existing treatment cells at the LTF, underlain and
covered with plastic sheeting.
Following excavation, confirmation sidewall samples will be collected at 20 foot intervals. At
least one sample will be collected from the floor of the excavation. The exact number and
locations of the samples will be determined in the field.
All verification soil samples will be collected and transported in accordance with RESNA's
Quality Assurance/Quality Control Plan (Attachment 2). The soil will be collected into
prewashed brass liners. Each liner will be sealed with a Teflon sheet and plastic caps, sealed
in air-tight bags, and preserved on ice pending shipment to a State-certified laboratory.
Laboratory Analysis
Soil samples will be transported using chain-of-custody documentation to the laboratory for
analysis. Based upon field observations and any known history of the site (i.e., previous
business operations, underground fuel storage tanks, or vicinity of oil pipeline), the samples will
be submitted for one or more of the following analyses: benzene, toluene, ethylbenzene, and
xylenes (BTEX) by EPA method 8020, total petroleum hydrocarbons as gasoline (TPHG) by
EPA method 8015, total petroleum hydrocarbons as diesel (TPHD) by EPA method 8015, and/or
total oil and grease (TOG) by SM5520 E/F.
Samples will be collected from stockpiled soil and analyzed for petroleum hydrocarbons by the
methods described above. One 4-sleeve composite sample will be collected per 100 cubic yards
of stockpiled soil.
Remedial Methodology
Subsequent to receipt of analytical results, the soil will be treated and/or utilized in accordance
with Work Plan for Soil Remediation, City of Tracy, Tracy Airport Land Treatment Facility,
Tracy, California (RESNA Industries, August 4, 1992). RESNA's August 1992 Work Plan
proposes to:
WPo42793.FNL
