CENTRAL VALLoREGIONAL WATER QUALIT"•CONTROL BOARD
INSPECTION REPORT `
12 July 1990
DISCHARGER: Dallas Corporation/ dba Overhead Door Company
LOCATION & COUNTY: 1220 East Victor Road, Lodi , San Joaquin County
CONTACT(S) : Charles Poole, C. Curtis Carter F
INSPECTION DATE: 16 May 1990 J U L 1 8 11019-
INSPECTED BY: Jean McCue ENVIRONMENTAL HEALTI'
PERMIT/SERVICES
ACCOMPANIED BY: Linda Hogg, Department of Health Services (DHS)
Brian Pletcher, Remediation Services. Inc. (RSI)
Phil Grossman, RSI
OBSERVATIONS AND COMMENTS:
On 16 May 1990, I observed the confirmation sampling of the surface impoundment
at the Overhead/Lodi Door Company's (0/LDC) facility in Lodi . Since the time of
the last inspection, RSI removed roughly 1,200 cubic yards of contaminated soil
from the impoundment. The soil was stockpiled and covered with plastic, in an
area east of the impoundment. The southern wall of the impoundment had been
excavated to the curb on the north side of Mounce Court. The fence and sidewalk
were removed in the process. During this inspection Brian Pletcher and Phil
Grossman, from RSI, collected soil samples from the surface impoundment. They
also planned to sample the stockpile later in the day. Linda Hogg, from DHS, was
on site to collect split samples from the impoundment only, for separate
analysis. I did not collect samples.
The northwest "hot" corner of the impoundment (section G) was roughly ten feet
deeper than the rest of the impoundment floor, which was roughly fifteen feet
deep. Section G had been sampled the previous day by RSI, after excavation.
Therefore, Ms. Hogg could not obtain a split sample from that section. According
to Mr. Pletcher, the confirmation samples were collected from section G with the
backhoe bucket, composited and then placed in a sample jar.
I arrived while Mr. Pletcher and Mr. Grossman were preparing to sample the floor
of the impoundment. The impoundment was divided into twelve sections, as
described in the closure plan. The floor was measured and divided into eight
sections, labeled A through H, which were marked with string. The four sidewalls
of the excavation comprised the remaining four sections, labeled I through L.
The twelve sections are shown on Figure 1 .
Five sample locations were randomly selected in each section. The top three to
six inches of soil was removed from each sample location with a shovel . The
samples were then collected by hand with a hammer driven sampling apparatus,
containing a six inch sampling tube. The tubes were emptied into a plastic bag,
that was labeled with the letter of the section. The samples were composited
later in a stainless steel bowl . Mr. Pletcher and Ms. Hogg each took samples
from the bowl and placed them in glass jars to be sent to the lab for analysis.
The samples were analyzed for nickel and zinc.
