Public utilities occurring on private or HOA property shall be provided <br /> within easements. Public Utilities Easements may be mapped as <br /> "blanket" easements on HOA parcels,with exclusion areas as <br /> appropriate (see Figure 4.3),. <br /> 3, A wall maintenance easement 5' in width shall be provided where <br /> necessary to ensure the ability of those responsible to make repairs to <br /> soundwalls and community walls located inpublic rights-of-way <br /> adjacent to the project site. <br /> 4, Where public-or common-access easements are not sufficient to ensure <br /> adequate space for the maneuvering of emergency vehicles, an <br /> Emergency Vehicle Access easement(EVA)may be recorded to provide <br /> adequate access to emergency services. These easements may occur in any <br /> land use zone(see Figure 4.3). <br /> 5.
