Facilities shall <br /> be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or <br /> surface water which could threaten human health or the environment. Immediately clean-up all spilled metal fines, <br /> containerize them, and manage them according to Title 22 hazardous waste regulations. Submit a statement and <br /> supporting documentation explaining how this waste was managed. This is a repeat violation, Class ll. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> Oily liquid was noted inside the secondary containment utilized for storage of the two existing 55-gallon containers of <br /> used antifreeze and used oil located inside the hazardous waste storage area . All facility communications or alarm <br /> systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, shall be <br /> tested and maintained as necessary to assure its proper operation in time of emergency. Spill containment shall be <br /> maintained clean and dry at all times so as to detect a leak at the earliest opportunity. Immediately remove and properly <br /> dispose of all hazardous waste from spill containment, and maintain all spill containment clean and dry at all times. <br /> Submit proof of correction to the EHD. This is a repeat violation, Class ll. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> Two 55-gallon containers(one container of used antifreeze and one container of used oil) located inside the hazardous <br /> waste storage room had open fill ports. All hazardous waste containers shall be closed at all times except when adding <br /> or removing waste. This violations was also noted in the May 11, 2007 inspection report, at that time four 55-gallon <br /> containers of used oil had open lids. Immediately close all open containers and ensure all hazardous waste containers <br /> are closed when not adding or removing waste. Provide proof of correction to the EHD. This is a repeat violation, Class <br /> II. <br /> 406 CCR 66261.7(f)Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> One 55-gallon white polyethylene container, located inside the hazardous waste storage room, had no label. This <br /> container, according to Mr. Magana, previously held waste oil and has been empty for at least a month. Containers <br /> larger than five gallons that previously held a hazardous material shall be marked with the date they were emptied and <br /> managed within one year of being emptied. This container was labeled as appropriate at the time of inspection. <br /> CORRECTED. <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br /> This is a historical violation originally cited on the May 11, 2009 inspection report, during this historical inspection four <br /> 55-gallon containers had no appropriate labels and no accumulation start dates, since it could not be determined how <br /> long the aforementioned containers were onside, appropriate disposal of these containers was required at that time. <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored <br /> on site at any time may store waste on site up to 180 days. Since this a historical violation provide disposal records <br /> illustrating that the four drums of used oil were disposed following the May 2009 inspection. Provide proof of correction <br /> to the EHD.
