The applicant shall maintain records of the facility's annual traffic volumes to the satisfaction of Public <br /> Works. The applicant shall'also maintain a record of daily traffic volumes during the period of peak <br /> activity corresponding to harvest/crushing time. An annual report of these traffic volumes shall be <br /> submitted to the Public Services Division of Public Works. The annual report shall be in a format <br /> approved by Public Works. The requirement for maintaining traffic volume records and submittal of <br /> annual reports shall not go into effect until implementation of Phase 5. At the County's option, <br /> additional traffic surveys may be conducted by the County to independently determine the total daily <br /> traffic volume, the percentage of trucks,and the peak hour truck volume. Scheduling of the surveys <br /> f shall be at the County's discretion except that no more than two surveys may be conducted in any <br /> I given calendar year. All costs associated with maintaining traffic records, submitting annual reports, <br /> ` and conducting independent surveys shall be at the applicant's expense. <br /> g. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee currently is$193.16 per daily trip-end generated in <br /> the Lodi area. The fee shall be automatically adjusted July 1 of each year by the Engineering <br /> Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) <br /> h. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> i. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> j. The applicant/developer shall file a Notice of Intent to comply with a State NPDES construction <br /> permit from the State Water Resources Control Board and develop a Storm Water Pollution <br /> Prevention Plan permit for each phase prior to the beginning of any construction. <br /> k. All new structures shall be prohibited within the Federal Emergency Management Agency's <br /> designated floodway of Jahant Slough or within 25 feet for the top of banks of Jahant Slough, <br /> whichever is greater. <br /> Conditions of Approval - 5 - PA-0500424 <br />
