File No.2499-47 20 May 1991 Paoe 3 <br /> ' According to City of Lodi Building Department records, the two buildings were <br /> constructed under a single building permit issued on 23 January 1939. The school <br /> ' district stopped its use of the structures in the early 1960's, when a unified school <br /> district was formed. The maintenance building was demolished, while the bus <br /> garage was remodeled for commercial use. The bus garage was torn down in 1985. <br /> ' It appeared likely that the school district may have installed underground storage <br /> tanks on the property to refuel the school busses. However, because school district <br /> ' property is not taxed, the bus garage was never inspected by county officials. <br /> Therefore, no assessment records exist indicating if tanks existed on the property. <br /> ' Similarly, the City of Lodi Building Department files contain no record of tanks on <br /> the site. The City of Lodi Fire Department has no records of any tanks in the city <br /> ' which were removed before 1973. <br /> We spoke with Mr. Jerry Klien of the Lodi Unified School District regarding <br /> ' whether fuel tanks had existed on the site. Mr. Klien attempted to locate records <br /> of the tank locations; he could find none. He then contacted several retired <br /> employees of the former school district and questioned them about the presence of <br /> tanks on the site. Based on those discussions, Mr. Klien concluded that two <br /> underground tanks probably had existed on the property. <br /> Aerial photographs of the site suggest the tanks may have been located east of the <br /> ' maintenance building, while former workers at the facility recalled the tanks as <br /> having been located east of the bus garage. <br /> ' Given the construction techniques of the 1960's, Mr. Klien believed that the tanks <br /> were more likely to have been abandoned in place rather than removed. He could <br /> find no records of the tanks beinz removed, or of the fuel pumps being removed. <br /> Mr. Klien stated that he did not believe a waste oil tank would have existed on the <br /> school grounds, based on his experience of repair shop practices at the time. Waste <br /> ' oil was probably collected in barrells and sold to area businesses and farms for weed <br /> control purposes, he said. <br /> ' Mr. Klein also informed us that the maintanence building was well equipped and <br /> included a mechanic's pit and a vehicle lift. <br /> ' In May 1990, ACG conducted a geophysical survey of suspect portions of the site <br /> for evidence of abandoned underground storage tanks.
