Item No._3 _ <br /> HA: 11-12-81 <br /> EP-81-9/EIR-til-5 <br /> Page 10 <br /> San Joaquin County Mosquito Abatement District : <br /> Proper drainage must be incorporated in all future plans to eliminate <br /> any potential mosquito sources that may be created from digging <br /> operations. During digging operations, certain criteria should be <br /> maintained to prohibit mosquito development : <br /> 1. Pond water depth - 3 feet or more for weed control. <br /> 2 . Restrict weed growth, such as tules, water lilies and other <br /> aquatic vegetation which is conducive to mosquito development. <br /> 3. Weed control by herbicides if required, to control mosquito <br /> sources. <br /> Planning Department Response : <br /> As noted in the Draft EIR, water used for processing and irrigation <br /> should be contained in ditches or pipes and ponds . Dikes should be <br /> constructed to prevent runoff from the work area. The measures <br /> suggested by the District should be adopted if the project is approved. <br /> The District should be consulted by the applicant with regard to <br /> weed control methods, as the pond water will be used to irrigate <br /> grass seedlings. <br /> San Joaquin Local Health District : <br /> The following should be considered as part of the Environmental Impact <br /> Report: <br /> 1. No excavation may be permitted into the groundwater table <br /> without approval from the Regional water Quality Control Board, <br /> Central valley Region. <br /> 2. The materials from an excavation shall not be deposited into <br /> any water course nor in any way contribute to the pollution <br /> thereof. <br /> 3. Adequate dust control measures shall be employed. <br /> 4. Potable water supply for employees shall be provided. <br /> 5. Chemical toilets shall be provided for employees. Toilets <br /> must be maintained in a clean and sanitary manner. <br /> 6. Handwashing facilities must be provided near chemical toilets. <br /> 7. Some consideration should be given to possible noise q_enerateO <br /> by the development. <br /> Planning Department Response : <br /> The applicant will not excavate into the water table. The District' s <br /> comments should be adopted in the form of condition (s) if the project <br /> is approved. <br />
