Planning staff response <br /> to comments on DEIR will be included in public hearing minutes which <br /> will be included as an Addendum to DEIR. <br /> RECOMMENDATION : <br /> Certify EIR-81-5 as adequate. <br /> -- Approve project subject to the following conditions : <br /> 1. This permit shall expire five years from the date of approval, <br /> August 27, 1986. <br /> 2. All proposed work shall be completed prior to expiration of <br /> this permit. Proposed work shall not include any testing <br /> excavation, project-related storage, or other activity either <br /> in the area located outside project boundaries as shown on <br /> the revised plan map or in the area designated "Area 4 (future <br /> unknown) " on the revised Excavation and Rehabilitation <br /> Schedule. A revised Schedule shall be filed with the Planning <br /> Department prior to the commencement of excavation to demonstrate <br /> compliance. <br /> 3. Standard Excavation Conditions. <br /> 4. Standard Quarry Excavation Conditions. The Rehabilitation <br /> Schedule section is modified to read: <br /> Rehabilitation shall be completed not later than six (6) months <br /> from the date on which the extraction is completed on any phase, <br /> except that the Director of Planning may, upon request, approve, <br /> as a minor deviation, a one year extension when economic <br /> conditions warrant. <br /> 5 . Reversal of the excavation order of Subareas 2a and 2b shall <br /> require prior approval of the Planning Director. <br /> 6. An acoustical study shall be conducted under the supervision <br /> of the Local Health District. Truck traffic, excavation, and <br /> processing operations shall not cause the exterior noise level <br /> outside the Sitkin residence to exceed 65 decibels dBA. <br /> Recommendations of the District, including vegetative buffers and <br /> a greater project setback from the residence, shall be included <br /> as condition of this permit. <br /> 7 . Adequate, stockpiled overburden shall remain on-site to accomplish <br /> rehabilitation of the portion excavated to that date. <br />
