A faithful performance bond in "the amount of $75, 000 shall be filed by the applicant w�_th the County prior to the commencement of excavation. This bond shall be callable at all times during the project, either in whole or in part, upon request by the County. 10. Rehabilitation of no less than Subareas la and lb shall have been completed by the end of the project year 3 if excavation is continuing at that time. If this rehabilitation has not been accomplished, the County may require that the excavator cease all excavation, processing, and loading and hauling of materials until such rehabilitation is completed. The same principles shall apply with regard to Subarea lc at year 3.5, Subarea 2a (or 2b) at the end of year 4, and to Subarea 2b (or 2a) at year 4. 5. Area 3 rehabilitation shall have been completed by the end of year 5. 11. The applicant shall submit annual reports to the Planning Department to verify the number of cubic yards removed in that project year. In no case shall the excavation exceed 712,000 cubic yards of material, including tailings and overburden. 12. Dust and other particulate emissions will be controlled to the maximum extent feasible. A water truck shall be maintained on-site and daily sprinklings shall be applied to unpaved work routes and areas under excavation. The interior routes used by haul trucks shall be paved. 13. Equipment approved by the County Fire Warden shall be maintained on-site for fire protection. 14. The applicant shall consult the Soil Conservation Service or the Agricultural Extension Service for reseeding recommendation and shall adopt these recommendations as part of the rehabilitation plan. 15. Dikes shall be constructed around areas under excavation. Water shall be directed by pipe or ditch to and from settling ponds. 16 . Herbicides shall not be used for weed control in ponds. Water_ in ponds shall be maintained at a minimum depth of 3 feet. The applicant shall consult the Mosquito Abatement District and adopt its recommendations for vector control. 17 . The applicant shall submit an approved Reclamation Plan to the California Department of Conservation prior to commencement of excavation..
