Adequate, stockpiled overburden shall remain on-site to accomplish <br /> rehabilitation of the protion excavated to that date. The upper- <br /> most 24 inches of overburden, i.e. , the topsoil, shall be stockpiled <br /> separately from other overburden required for rehabilitation and <br /> shall, under no circumstances, be removed from the site . The <br /> topsoil shall be returned to the uppermost 24 inches of <br /> rehabilitated surfaces . <br /> B. If the excavation work is to be accelerated, rehabilitation work <br /> shall be equally accelerated. <br /> 9. A faithful performance bond in the amount of $75, 000 shall be filed <br /> by the applicant with the County prior to the commencement of <br /> excavation. This bond shall be callable at all times during the <br /> project, either in whole or in part, upon request by the County. <br /> The bond shall specify its applicability to both excavation and <br /> rehabilitation work and to any other work that may be required as <br /> a condition of thispermit. <br /> 10. The applicant shall submit semi-annual reports to -the Planning <br /> Department to verify the number of cubic yards removed in that <br /> pre-jeet-year the previous 6 month period. In no case shall the <br /> excavation, including <br /> tailings and overburden, exceed the cubic yardage approved by <br /> the decision-making body. <br /> 12 . Dust and other particulate emissions will be controlled to the <br /> maximum extent feasible. A water truck shall be maintained on- <br /> site and daily sprinklings shall be applied to unpaved work routes <br /> and areas under excavation. Equipment approved by the County Fire Warden shall be maintai.led <br /> in operable condition on-site for fire protection. <br /> 14. The applicant shall consult the Soil Conservation. Service or the <br /> Agricultural Extension Service for reseeding recommendation and <br /> shall adopt these recommendations as part of the rehabilitation <br /> plan. A copy of the reseeding plan^shall be submitted for review <br /> and approval by the Planninq Department prior to the commencement <br /> of excavation. <br />
