BA 9-16-81 <br /> Purviance <br /> -2- <br /> He submitted information as to the positive socio-economic impacts of the <br /> project; that taxes generated from sales, purchases and unsecured property <br /> during the years of 1978, '79, and '80, were $37,136.22. This was paid <br /> to local government. During those three years the company hired an average <br /> of 22 employees on a regular basis; the wages and fringe benefits paid amounted <br /> to $1,790,508.02. He made the point that this was a benefit to the economy <br /> of San Joaquin County. <br /> Mr. Deimler pointed out that if the extracted materials are not made available <br /> in San Joaquin County and in this particular area, the consumer and haul trucks <br /> would have to bear the expense of the extended travel to other sites and further <br /> distances. <br /> Attorney Mark Adams, 445 E. Almond Drive, Lodi, was present for Stockton Sand <br /> & Gravel, and stated that the money placed into the economy through taxes and <br /> wages will have a spiraling effect of approximately 5 times. The effect would <br /> be five to one. <br /> James Kovak, P.O. Box 127 Linden, spoke on air pollution; he said that hauling <br /> material from a distance farther away will increase the pollution; alternate <br /> sources of material are farther away than this property. He said the material <br /> can be found in Tracy, Clements and Jenny Lind. He noted the price of diesel <br /> fuel. <br /> OPPONENTS TO THE ADEQUACY OF THE E.I.R. : Chris Papas, 1209 N. E1Dorado, <br /> attorney representing-.Mr. and Mrs. Roger Sitkin, was present. He corrected <br /> the figure in the E.I .R. to refer to 40 acres and not 4 acres. Under "objec- <br /> tives" it refers to 712,000 cubic yards of dredge tailings. He said that is <br /> incorrect; the excavated material will consist of something other than dredge <br /> tailings. On page 7, reference was made to the soil; it is classified as <br /> Redding Gravelly Loam with a SCS Rating of IV. He said that vineyards and <br /> olive orchards are being developed on this type of land. Concerning the box- <br /> cars, he said there was no truth to the statement that they were being used <br /> for shade. He said he thought they were supposed to be on the other property. <br /> He asked for clarification of the statement on page 17, under road maintenance, <br /> that there were no specific plans. <br /> Mr. Papas said that concerning noise, they have been advised by the Local <br /> Health District that L.H.D cannot take care of the noise monitoring. He <br /> went on to say that there is an agency in the State called Office of Noise <br /> Control; this agency is equipped to take care of that. They are located in <br /> Berkeley. Mr. Papas said that the E.I.R. is incomplete until there is input <br /> from that State agency. He said there will be a noise problem from this <br /> operation. On page 22, regarding soil, the E.I.R. discusses that there are <br /> Class II and Class IV soils. There is no consideration in the E.I.R. that <br /> there is to be no "soil" removed. He said that any idea of selling soil <br /> off of this land should be rejected until the County is sure that there is <br /> sufficient soil to cover the tailings. He said he did not feel there was <br /> sufficient soil to take care of that. Mr. Papas went on to discuss traffic. <br /> He said that there should be more consideration on the traffic problem in <br /> the Environmental Impact Report. <br />
