v <br /> WASTE DISCHARGE REQUIREMENTS <br /> CITY OF TRACY <br /> WASTEWATER TREATMENT PLANT <br /> SAN JOAQUIN COUNTY <br /> C. Holding Ponds: <br /> 1 . The dissolved oxygen content of holding ponds shall not be less <br /> than 1.0 mg/l for 16 hours in any 24-hour period. <br /> D. Sludge Management: <br /> 1. The Discharger shall maintain an approved Sludge Management Plan <br /> and operate according to that plan. This plan and any revisions <br /> shall be approved by the Executive Officer. <br /> 2. The Sludge Management Plan shall deal with collected screening, <br /> sludges, and other solids removed from liquid wastes and these <br /> wastes shall be disposed of in a manner that is consistent with <br /> Title 23, Division 3, Chapter 15 of the California Code of <br /> Regulations (CCR) . <br /> 3. Use and disposal of sewage sludge shall comply with existing <br /> federal and State laws and regulations, and the Clean Water Act <br /> (CWA) Section 405(d) technical standards when promulgated. <br /> 4. If sludge is reused for agricultural land application, the sludge <br /> application rates shall not exceed crop utilization rates, or <br /> rates which cause specific constituents to exceed single, annual , <br /> or lifetime application limits based on: <br /> a. 40 CFR 257, Criteria for Classification of Solid Waste <br /> Disposal Facilities and Practices; <br /> b. Department of Health Services, California Manual of Good <br /> Practice for Landspreading of Sewage Sludge; <br /> C. Soil Cation Exchange Rates; <br /> d. Soil pH; <br /> e. Nitrogen demand of the crop; and <br /> f. Phytotoxicity. <br /> 5. Application of sludge at rates in excess of the nitrogen <br /> requirements of the vegetation, or at rates that would cause the <br /> excess nitrogen or metals to leach to ground water, is prohibited. <br /> 6. To protect ground water (to prevent metals from leaching to ground <br /> water) , the application of sludge shall not cause the sludge/soil <br /> mixture to exceed the following soluble levels (mg/1 ) when <br /> extracted with distilled water using the Waste Extraction Test <br />
