Secondary containment shall be <br /> impervious to the liquid and vapor of the substance contained and constructed to prevent structural weakening as a <br /> result of contact with any hazardous substances released from the primary containment. Furthermore, per the <br /> Service Station System maintenance record, dated 5-24-2016, "repairs to the leaking annular to be done by LC <br /> Services-adjusted brine on L5 sensor"; L5 is a sensor located inside the diesel STP sump. Immediately contact a <br /> properly licensed, trained, and certified contractor to make repairs to the UST system (specifically diesel fill and STP <br /> sumps) under permit and inspection of the EHD. <br /> 2) The 87 annular sensor(S3) sensor (liquid sensor) failed when tested. The sensors monitoring the interstitial space <br /> shall be maintained so that a breach in the primary or secondary containment is detected before the hazardous <br /> substance is released into the environment. The sensor was cleaned and retested during the inspection with passing <br /> results. This was corrected at the time of inspection. <br /> 3) The following sensor holders had very little or no evidence of brine presence: UDC#6, UDC#7, UDC#9, UDC311, <br /> and 91 STP, and diesel STP sumps, all these sensors were tested with passing results at the time of inspection. <br /> Sensor L14 (UDC#7)went in low liquid alarm prior to its testing at the time of inspection (due to low brine levels).The <br /> following sensor holders were also placed very low in relation to the sump top (brine sensors were located <br /> 10-12-inches below UDC tops) in addition to having little or no brine in their respective sensor holders: UDC#6, <br /> UDC#7, and UDC#11. The liquid level in the interstitial space shall be maintained so that a breach in the primary or <br /> secondary containment is detected before the hazardous substance is released into the environment. At the time of <br /> inspection, brine was added to all above sensors and sensor holders adjusted by the technician onsite. Furthermore, <br /> recurring"low liquid' alarms were observed throughout the year for the L2, L3, L4, and L5 sensors, investigate the <br /> cause of the recurring low liquid brine alarms and correct(as needed) by having a properly licensed, trained, and <br /> certified contractor replace the failed component with a functional component(LG 113-x listed, if applicable) and <br /> obtain a permit within one business day from the EHD. Submit proof of correction to the EHD. <br /> This is a Class II violation. <br /> 306 CCR 2630(d) Monitoring equipment is not installed or maintained to detect a leak at the earliest opportunity. <br /> The diesel STP sump sensor was located approximately 3 inches off the lowest point of the sump (up the sump <br /> saddle) and not located to detect a leak at the earliest opportunity, liquid (<1 gallon) was also noted in this sump. <br /> Monitoring equipment shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor <br /> was relocated to the lowest point of the sump by the service technician. Ensure that all monitoring equipment is <br /> maintained to detect a leak at the earliest opportunity. <br /> This is a repeat violation, Class II. <br /> Page 5 of 7 <br />
