Board of Housing Appeals aeting <br /> Staff Report — 712 S. Anteros Ave., Stockton <br /> On August 15, 2016, the Environmental Health Department conducted a site status check <br /> inspection. The dwelling and detached garage were boarded and secured; however, there was <br /> still a lot of junk and trash on the property. <br /> On October 12, 2016, the Environmental Health Department made another status check <br /> inspection. The front door of the house was open and unsecured. A phone call was made to the <br /> property preservation company handling the property. The representative of Safeguard <br /> Properties LLC said that the house would be secured by the end of the day. <br /> On November 8, 2016, a check of the Community Development Department permit database <br /> found no current building permits. <br /> This case is being brought before the San Joaquin County Board of Housing Appeals to <br /> determine a reasonable and feasible schedule for expeditious repair or demolition and to <br /> authorize the Environmental Health Department to take appropriate action should the violations <br /> fail to be corrected within the determined time schedule. <br /> IV. Violations <br /> On August 9, 2016, the following violations of the California Health and Safety Code, <br /> Section 17920.3, were observed at the single family dwelling: <br /> 1. General dilapidation or improper maintenance [subsection (a.14)] <br /> On August 9, 2016, the following violations of the California Health and Safety Code, <br /> Section 17920.3, were observed at the detached garage: <br /> 2. General dilapidation or improper maintenance [subsection (a.14)] <br /> 3. Broken, rotted, split, or buckled exterior wall coverings or roof coverings <br /> [subsection (g.4)] <br /> V. Case Chronology <br /> 08/09/16 Environmental Health Department (EHD) staff conducted a complaint inspection <br /> and found an unsecured single family dwelling (SFD) with fire damage, and an <br /> unsecured, dilapidated detached garage (DG). The structures were posted with a <br /> Notice to Secure. The SFD was posted with a Notice and Order to Abate — Unsafe <br /> to Occupy, while the DG was posted as a substandard building. <br /> 08/10/16 The initial posting notices were sent to the property owner at the address listed on <br /> the last tax assessment roll by certified mail. The certified mail was received on <br /> August 15, 2016. <br /> 08/15/16 EHD staff conducted a site status check inspection to verify that securement of the <br /> structure was made. The SFD and DG had been boarded up and secured. <br /> 09/14/16 EHD staff conducted a site status check inspection and found change to the <br /> property. The structures were still secured, and there was an accumulation of junk <br /> and trash on the property. <br /> 10/12/16 EHD staff conducted a site status check inspection. The front door of the SFD was <br /> open and unsecured. EHD staff called Safeguard Properties LLC, who had signs <br /> Page 2 of 3 <br />
