SECTION 5 <br /> DETAILED IMPLEMENTATION PLAN <br /> 1 <br /> As described in Section 4, the selected alternative includes excavation <br /> and aeration of the affected soil, and extraction and disposal of the <br /> affected ground water <br /> Preparation <br /> Preparation for the remediation will include subcontractor selection, <br /> , <br /> preparation of a health and safety plan, selection of the aeration <br /> treatment area, backfill certification, obtaining the required permits, <br /> installation of pumps into the extraction wells, and placement of the <br /> ground water collection tanks <br /> Permit Requirements <br /> The following permits and permission will be required to proceed with <br /> the remediation <br /> • San Joaquin County Unified Air Pollution Control District permit <br /> for uncontrolled aeration, <br /> • A grading permit from the City of Stockton, and, <br /> • Permission from the City of Stockton Municipal Utilities <br /> Department for a one-time discharge of ground water to the sanitary <br /> sewer system <br /> The APCD aeration permit limits the daily amount of material that <br /> may be added to the amount already being aerated As described below, <br /> the aeration volume will be increased by the daily allowable amount <br /> until the entire amount of soil is being aerated on a regular basis The <br /> grading permit is a simple one-page form that can be obtained on a <br /> walk-in basis from the City of Stockton Permit Office Finally, <br /> permission for a one-time discharge of ground water can be obtained <br /> via a letter to the City of Stockton Municipal Utilities Department <br /> 5-1 <br />
