Filbert Street <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed the "Quarterly Monitoring Results" <br /> dated August 11, 1995, and the "Intrinsic Bioremediation <br /> Demonstration" dated August 27, 1995 , prepared by CH2M Hill for the <br /> above referenced site . In addition, PHS/EHD has reviewed the <br /> document for the soil and water disposal in March 1995 at Port <br /> Costa Materials, Inc. and the schematic for the new vapor <br /> extraction system using granular activated carbon instead of the <br /> internal combustion engine. <br /> The "Intrinsic Bioremediation Demonstration" is essentially the <br /> same document provided in the "Problem Assessment Report and Final <br /> Remediation Plan" dated April 1995 with a different time schedule <br /> and changing some of the wells in the study. CH2M Hill may conduct <br /> the intrinsic bioremediation study with the following conditions . <br /> The pump flow rate was not discussed in the proposal, when sampling <br /> for volatile organic compounds (VOC' s) a flow rate of < 100 <br /> milliliter per minute should be used. If VOC levels are <br /> inconsistent with previous levels reported after performing low <br /> purge and pump sampling, PHS/EHD will require the traditional <br /> purging and sampling be performed for VOC sample collection on <br /> monitoring well DIS-2 . <br /> PHS/EHD previously recommended inclusion of analysis for <br /> hydrocarbon utilizing bacteria by method ASTM G22 but after further <br /> discussion with the laboratory and attending EPA training we agree <br /> that this testing should not be performed. <br /> CH2M Hill stated in the "Intrinsic Bioremediation Demonstration" <br /> that based on the results "recommendations for long term management <br /> and remediation of the gasoline plume" will be made . PHS/EHD <br /> stresses that active remediation of the entire contaminant area <br /> should clean up this site in 5 to 6 years . Money should be spent <br /> on active remediation not monitoring over a long term. <br /> A Division of San Joaquin County Health Care Services <br />
