(AGE)
APPROVED ;K with Conditions below
ADEQUATE AND NECESSARY ELEMENTS OF THE WORKPLAN (H&S 25296.10(c) (3) .):
1) Advance a pair of a cone penetration technology (CPT) borings. The first boring will be
equipped with the sounding tip to obtain geological information and lithological definition,
and the second boring will be advanced for the purpose of obtaining grab groundwater_
sample at selected depths based on the CPT geological profile.
2) Install 2 monitoring wells screened from 10 to 25 feet bsg to define the lateral extent of the
groundwater plume.
COMMENTS AND CONDITIONS:
1) Historical groundwater low in the area was about 50 feet bsg (1993). Current groundwater
depth in the area is at approximately 16 to 17 feet bsg. The deepest grab groundwater
sample was taken at about 40 feet bsg (from soil boring P-10). Although the vertical extent
of the groundwater plume has not been defined at 40 feet bsg, nevertheless there is no
justification for advancing the CPT borings to the proposed depth of 125 feet bsg at this
time. EHD requests the CPT sounding.boring be advanced to no more than 80 feet bsg.
However, if field condition dictates there should be contingencies to advance deeper.
2) CPT borings should be relocated away from P-10 and M%V-1 to control against potential
cross-contaminating samples and thereby creating false positive analytical results that would
require the need for further but actually unnecessary investigation.
! 3) Implement the proposed work by September 19, 2004. Appropriate permit application and
fee must be submitted to EHD before scheduling work. A copy permit must be in
possession and available for inspection at the site during implementation of work.
REASONS FOR DISAPPROVAL OF THE WORKPLAN (H&S 25296. 10(c)(3).)
1) EHD does not approve advancing CPT boring to 125 feet bsg. There is no geological
information or analytical data of samples on or off the site that necessitates advancing a
CPT to a depth of 125 feet bsg at this time (See above).
DATED Au¢ust 18 2004 BY *
Cc: CRWQCB, Central Valley Region — James L.
