Once again the State Water Board has recommended the implementation <br /> of active remediation in a timely manner at this site. <br /> By letter dated 11 April 2013, the EHD had approved the proposal by your consulting firm, <br /> Advanced GeoEnvironmental , Inc. (AGE), to replace the catalytic/thermal oxidizer with a <br /> carbon-based soil vapor extraction (SVE) unit to operate the SVE and in-situ air sparge (IAS) <br /> systems being installed at the above-referenced site. This decision was based on AGE's <br /> determination that the carbon-based SVE system would be more economically feasible to <br /> operate than the catalytic/thermal oxidizer SVE system . <br /> In the most recent report, Semi-annual Groundwater Monitoring Report — Second Quarter 2013, <br /> (second-quarter 2013 report) dated 05 July 2013, submitted to the EHD, AGE had stated that <br /> the "installation of an electrical service and delivery of the SVE remediation system are being <br /> delayed due to recent modification to the type of SVE remediation system and readily available <br /> electrical service to be used at the site." AGE anticipated that electrical service would be <br /> installed and remediation equipment would be delivered during the third or fourth quarter 2013. <br /> The EHD is not abreast of any recent actions taken to install the remediation systems at this <br /> site, but the EHD directs that you expedite the installation of the SVE/IAS systems and <br /> associated electrical services and have these remediation systems in operation no later than 31 <br /> December 2013. <br /> In addition to the 'secondary source' [defined as petroleum-impacted soil and/or groundwater <br /> located at or immediately beneath the point of release from the primary source (the <br /> underground storage tank system)] not having been removed to the extent practicable, the EHD <br /> has identified a number of other impediments to site closure, having completed the 2012/2013 <br /> Low-threat Underground Storage Tank Case Closure Policy checklist enacted by the State <br /> Water Board on 17 August 2012. The EHD does not believe that a conceptual site model <br /> (CSM) has been prepared for this site. Although some information included in a CSM can be <br /> found in various reports submitted for this site, the following relevant information is not available: <br />
