Neighborhood Opposition <br /> A letter was received by the Department from Ms. June W. Bell, 3603 San Rafael Avenue, <br /> Stockton, and 53 additional residents of the neighborhood surrounding the site. The <br /> residents object to the application of commercial zoning to the site, as they think it would <br /> add additional traffic to streets servicing the site and the neighborhood. Because of its <br /> small size, this project is not expected to have significant impact on traffic. <br /> City of Stockton <br /> The City of Stockton, Community Development Department,responded to the application <br /> referral. The project site is within the City's Sphere of Influence boundary. The <br /> Department recommended denial of the application due to inconsistency with the City's <br /> General Plan. The City of Stockton has designated the property as Low/Medium-Density <br /> residential. If a commercial use were developed on the property, such use would be <br /> inconsistent with the General Plan, and the City would not provide sanitary sewer services <br /> to the site. <br /> General Plan and Zoning <br /> The General Plan development policies require public water, wastewater disposal, and <br /> storm drainage for both the existing Low Density Residential designation and the <br /> proposed Neighborhood Commercial designation. This site has public water. However, <br /> it does not have public drainage or sewage disposal. Because the development <br /> requirements are the same for the existing designation as they are for the proposed <br /> designation, it has been determined that this site meets the developmental criteria of <br /> the General Plan. <br /> This site also meets the locational criteria for Neighborhood Commercial. Specifically, <br /> it is located in an urban area, it is less than five acres in size, it is easily accessible by <br /> pedestrians and bicycles, and it is located on a Collector or higher classification <br /> roadway. <br /> San Joaquin County <br /> Community Development -6- GP-00-7, ZR-00-8\Whyte <br />
