CONDITIONS OF APPROVAL <br />PA -0700113 <br />Kamper <br />Agricultural Excavation Application No. PA -0700113 was approved by the San Joaquin County <br />Community Development Department on September 10, 2007. The effective date of approval is <br />September 20, 2007. This approval will expire on March 21, 2009, which is 18 months from the <br />effective date of approval, unless (1) all Conditions of Approval have been complied with, (2) all <br />necessary building permits have been secured and remain in force, and (3) all necessary permits <br />from other agencies have been secured and remain in force. <br />Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br />prior to the establishment of the use and the issuance of any building permits. Those Conditions <br />followed by a Section Number have been identified as Ordinance requirements pertinent to this <br />application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br />apply. <br />1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Kevin Swanson 209- 468-9653) <br />a. IMPROVEMENT PLAN: Submit an "APPLICATION -SITE IMPROVEMENT PLAN". A fee is <br />required for the Site Plan review. <br />b. APPROVED USE: This approval is for the excavation and removal of 29,200 cubic yards of topsoil <br />from 18.00 acres of a 20.20 acre site, in one phase, and to reclaim said same 18.0 acres with <br />almond trees as shown on the reclamation site plan dated March 11, 2007 <br />c. STORM DRAINAGE: Stormwater drainage shall be retained on-site. The drainage pattern and <br />corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations <br />prepared by a registered civil engineer or architect shall be included. (Development Title Section 9- <br />1135) <br />d. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control <br />the creation of dust. The first one hundred (100) feet of any private road on the property which <br />intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br />Traffic -control and warning signs shall be installed, if required, at such intersection. The placement <br />and size of these signs shall be approved by the Director of Public Works. (Development Title <br />Section 9-1410.3[a]) <br />e. FINAL GRADE: The final grade shall: <br />(1) Not result in disruption of the flow of drainage water from the property of adjoining properties; <br />(2) Not adversely affect the irrigability of the property of the property or surrounding properties. If the <br />property is within an irrigation district, the final grade shall be limited to that elevation which is <br />necessary to provide gravity irrigation to the property.
