I
STATE OF CALIFORNIA — ENVIRONMENTAL PROTI )N AGENCY PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
3443 ROUTIER ROAD, SUITE A \ e
SACRAMENTO, CA 95827-3098
PHONE: (916) 255-3000 _
FAX: (916) 255-3015 Tx '
J
MAY 0 7 5 May 1993
ENV.jRCNMENTAL HEALTH
PERMIT/SERVICES
Mr. Richard Laubacher
BP Oil Company
4850 East 49t Street
Cleveland, Ohio 44125-1079
PROBLEM ASSESSMENT REPORT, BP OIL COMPANY, STOCKTON FACILITY, SAN JOAQUIN COUNTY
I have reviewed RESNA' s 21 April 1993 response to my 7 April 1993 comments on the
problem assessment report for the additional soil and ground water investigation
at your Stockton facility.
My 7 April 1993 letter requested that you submit a work plan for the installation
of an additional monitoring well to define the extent of ground water
contamination downgradient from MW-1. This request was based on historical data
which show ground water flow directions to the west and southwest. The current
monitoring well network does not monitor ground water flowing in these directions.
In response, RESNA proposed to continue quarterly monitoring of the ground water
wells and if the ground water contours indicate a flow to the west-southwest, a
work plan for installation of an additional monitoring well will be submitted.
Although the December 1989 and September 1992 ground water elevations show ground
water flowing in the aforementioned directions, I will hold in abeyance my request
for a work plan for installation of an additional monitoring well . However, if
future monitoring shows ground water flows to the west-southwest, a work plan for
well installation shall be submitted to the Board within 30 days of this
determination.
As indicated above, RESNA' s response was sent directly to me. In the future, I
request that BP Oil Company' s response be submitted by you or another
representative to ascertain BP Oil Company' s concurrence with its consultant' s
recommendations.
Please call me at (916) 255-3049 if you have any questions.
PHILIP S.
