One other drum had used air filters which do not count toward determining the total capacity at the <br />facility. A partially filled container must be counted as a full container for the purposes of determining the total <br />capacity of oil present a facility. <br />4.3 Overfill Protection <br />As allowed by 40CFR Part 112.7(a)(2), overfill protection may be achieved via an alternate <br />method to achieve equivalent environmental protection. At Cecchini Trucking overfill <br />protection is achieved procedurally (visually) and with an electronic product inventory <br />monitoring device mounted on the top of the 12,000 -gallon tank. <br />During tank filling, the fuel delivery company prevents overfill by closely monitoring (visually) <br />the tank filling process. The diesel tank is checked to verify the available capacity and <br />compared to the amount to be delivered. The diesel tank is equipped with a clock type <br />monitoring device which will provide the amount of diesel product is in the 12,000 -gallon <br />tank. The tank, hoses and the fuel transfer are visually monitored during the entire process. <br />A spill kit is readily available to clean up the "most likely" spill volume. The connection port is <br />located alongside the diesel tank and has its own built in catch basin. The catch basin is <br />large enough to contain the most likely spilled amount which is approximately 11 -gallons. <br />A spill tray is used underneath the connection to the delivery truck which has enough <br />capacity to capture the most likely spill (approximately 11 -gallons). A spill kit is readily <br />available to clean up the "most likely" spill volume, which is minimal. <br />To avoid overfilling while fueling, employees are instructed not to "top off" their vehicle or <br />equipment fuel tanks and to be present at all times while fueling (or when transferring fuel to <br />the 12K gallon diesel fuel tank). <br />The procedure described above is used when refilling or emptying the single -walled tank <br />(200 -gal.) located in the maintenance shop. <br />
