Cecchini Trucking Company Inc. <br />SPCC Plan <br />April 2020 <br />Page 29 of 63 <br />4.4 Material Compatibility <br />All tanks and containers that store petroleum (oil) products are constructed of steel and meet <br />industry standards for adequately storing their intended liquid contents. <br />5.0 Transfer Operations <br />5.1 Tank Filling Procedures <br />The filling of the 12,000 -gallon diesel tank is performed by an outside service provider. The <br />filling procedure consists of the following: <br />The delivery person determines how much product is in the receiving tank by utilizing the <br />monitoring device mounted on top of the tank, in conjunction with the assistance from <br />Cecchini Trucking management. Together they can determine how much product is in the <br />12,000 -gallon tank prior delivery of the additional product. The amount of fuel in the receiving <br />tank is compared to the amount of fuel to be delivered (shown on the shipping manifest) to <br />ensure there is enough tank capacity for the receipt. <br />The delivery person positions the tanker truck alongside the fueling port which is located <br />adjacent to the diesel tank and ensures the truck is properly grounded before making a <br />connection to the diesel tank. <br />Chocks are used to prevent movement of the tanker truck during the offloading process. <br />The delivery person connects the transfer hose to the truck and to the 12,000 -gallon tank. <br />A spill pan (11 gal.) is placed under the nozzle or the connection to the fuel delivery truck to <br />catch the most likely spill during the delivery (minimal). <br />The transfer hose is connected to the tanker truck and to the fueling port inside the fueling <br />compartment. <br />Before transferring fuel, the delivery person confirms that a spill kit is readily available. <br />During the fuel transfer, the entire process is constantly and visually monitored. <br />Personnel who perform fueling are trained on emergency shut off switches and procedures. <br />The emergency shutoff switch is located adjacent to the block wall located on the east side <br />of the property line, near the north side of the large diesel tank. <br />5.2 Vehicle Fueling Procedure <br />Vehicles and equipment are fueled in the following manner: <br />• The vehicle or equipment is parked near the dispenser at fueling area. <br />• The driver confirms the presence of a spill kit. <br />
