Cecchini Trucking Company Inc. <br />SPCC Plan <br />April 2020 <br />Page 30 of 63 <br />• The card reader is accessed and activated. <br />• While fueling, the process is constantly and visually monitored to prevent overfills or <br />spills. <br />• Fueling equipment is regularly inspected by facility personnel and/or a contractor to <br />ensure it is in proper working condition. <br />• Personnel who perform fueling are trained on emergency shut off switches and <br />procedures. The emergency shutoff switch is located adjacent to the block wall <br />located on the east side of the property line, near the north side of the large diesel <br />tank. <br />• To avoid overfilling while fueling, employees are instructed not to "top off" their vehicle <br />or equipment fuel tanks, and to be present always while fueling. <br />5.3 Portable Containers <br />The portable containers at the facility are primarily 55 -gallon steel drums. Each drum has <br />secondary containment, typically a spill pallet. <br />There is no vehicle mounted mobile tanks or containers and there are no generators with <br />belly tanks (gen-sets) at the facility. <br />5.4 Brittle Fracture Evaluation <br />All storage tanks were shop -built, therefore brittle fracture is not applicable at the Tiger Lines <br />facility. <br />6.0 Security <br />6.1 Facility Gates, Fences, and Lighting <br />The security measures for the yard facility includes the following: <br />• All containers are located within a facility which has no public access. <br />• The entrance/exit gates to the facility are kept closed, locked and are electrified. <br />• When not in use the master flow and drain valves are secured to prevent <br />unauthorized access to starter controls on oil pumps and the dispenser at the fueling <br />area. <br />• All out -of -service and oil piping is blanked off to prevent thief and vandalism. <br />• Visitors must coordinate activities with the owner or managers of the facility. <br />
