Cecchini Trucking Company Inc.
SPCC Plan
April 2020
Page 32 of 63
• Visual inspection of all product piping for signs of leaks, corrosion, deterioration, or
other structural problems;
• Proper pump operation;
• Electrical connections and grounding;
• Visual inspection of all fuel hoses and nozzles to look for signs of wear, weakness,
defects, or leaks;
• Visual inspection and inventory of the spill kits to make sure they are in the
designated locations and are adequately stocked with material that is not weathered
or damaged which would make it ineffective;
• Test emergency shut off switches to make sure they are functioning properly;
• Fuel level monitoring equipment installed on bulk storage tanks is inspected and
maintained according to the manufacturer's recommendations; and,
• Checking the interstitial space to ensure there is no leakage from the inner wall. The
facility management will consider monitoring the interstitial space electronically for the
large 12,000 -gallon diesel tank.
7.2.2 Integrity Testing
40 CFR Part 112.8 (c)(6) requires integrity testing of all bulk oil storage tanks. All the bulk
storage containers at Cecchini Trucking are tested periodically according the STI SP001
standard which is the only industry standard that pertains to the type of tanks installed at the
facility. Refer to the tables below which identify the Category and Testing intervals for each
tank installed at the facility based upon the STI SP001 industry standard.
The 12,000 -gallon diesel tank is shop -fabricated and is a Category 1 tank. The STI
SP001 standard requires this tank to be periodically inspected according to the STI
SP001 Inspection Checklist (Monthly & Annual). A formal periodic external (P, E)
inspection is required every twenty (20) years by a Certified Inspector. Based on the
paperwork that came with the tank, the last STI inspection was performed on March
24, 2006 when the tank shipped from the manufacturer, Modern Welding Company of
California Inc. The next STI inspection is due in 2026.
Note: See Section 5.0 (Inspection Schedule) and Section 6.0 (Periodic AST
Inspections) in the Standard for the Inspection of Aboveground Storage Tanks
Guidebook (Issued September 2011, 5th Edition). Please note that a copy of the
Guide is not included in this SPCC Plan, however Tables 7 and 8 (in this Plan) are
taken from the Guide.
