PHSIEHD has the following comments for your consideration and response.
The work plan proposed the drilling and sampling of three soil borings to investigate the extent of the soil
contamination detected during the February 20, 1987 tank removal. The work plan indicated that only two
samples from each boring would undergo laboratory analysis. Additional soil borings and sample analysis
may be required in order to characterize the vertical and horizontal distribution of the remaining soil
contamination depending on field observation and/or laboratory analytical results. Also, while the tank
had been registered as an unleaded gasoline tank, diesel and kerosene was detected. The work plan
proposed diesel and kerosene analysis; however, since the tank may have contained fuel other than
unleaded gasoline, selected samples should also undergo lead analysis. Soil samples collected must be
stored on ice pending submittal to the laboratory. Drill cuttings must be stored in an approved container
and properly labeled pending disposition. The small diameter boreholes must be grouted using a tremmie
pipe.
Once field activities are completed and prior to submittal of the soil samples to the laboratory, PHSIEHD
must be contacted to discuss which samples will undergo analysis.
The summary report should include a table with all soil and groundwater sample results obtained from the
site and any recommendations for further investigation and/or remediation. Please contact the State
Water Resources Control Board Cleanup Fund Unit to obtain pre-approval. Please also contact PHS/EHD
at least two work days prior to initiating field activities so that inspections may be schedule.
If you have any questions, comments or wish to schedule field inspections, please contact me at(209)
468-0337.
Donna Heran, Director, REHS
Environmental Health Divisio a'
Mary Meays, Senior RENS Margaret Cagorio, RENS
Site Mitigation Unit Supervisor
cc: Elizabeth Thayer, Central Valley Regional Water Quality Control Board
CC' Martin Clark, State Water Resources Control Board Cleanup Fund Unit
cc: Drew Van Allen, Smith Environmental Technology (w/permit enclosed)
A Division of San Joaquin County Health Care Services
